Abstract
This paper investigates whether the effect of government consumption shocks in Korea on economic activity is asymmetric, depending on the state of the business cycles using the local projection method. We find that government spending shocks have larger impacts on GDP during periods of expansions than in recessions. The estimated government spending multiplier during periods of expansions is about twice as large as the unconditional multiplier, and the effect of government spending shocks in recessions is smaller than the average. These results are robust to many alternative specifications. The main finding in this paper implies that the aggregate supply curve in Korea may be concave.
