본 논문은 재정반응함수 추정을 통해 재정준칙이 재정건전성에 미치는 영향을 실증분석한다. 분석 대상 국가는 유럽 27개국과 아시아 13개국으로 아시아 국가들의 재정준칙 도입현황은 한국조세재정연구원이 일부 아시아 국가들을 대상으로 실시한 재정준칙 설문 결과를 활용한다. 유럽과 아시아를 구분해서 추정한 결과 유럽은 재정준칙 도입이 재정수지를 개선시키지만 아시아는 재정준칙 도입이 재정수지를 개선시키지 못하는 것으로 나타났다. 또한 유럽은 도입한 재정준칙의 개수가 많을수록 재정수지 개선정도가 크지만 아시아는 준칙을 한 개만 도입한 경우에만 재정건전화 효과가 있는 것으로 나타났다. 재정준칙 유형별로 재정건전화 정도를 추정한 결과에 따르면 유럽과 아시아 모두 수지준칙만 재정수지를 개선시키고 다른 재정준칙들을 통제했을 때도 수지준칙만 재정수지를 개선시키는 것으로 나타났다.
Abstract
This paper empirically analyzes the effects of fiscal rules on fiscal consolidation by estimating the fiscal reaction function separately for 27 European and 13 Asian countries. We use the responses of the PEMNA Fiscal Rules Questionnaire conducted by the Korea Institute of Public Finance to complement the lack of data on fiscal rules in Asian countries. Our estimation results show that the fiscal rules improve the fiscal balance in Europe, but not in Asia. When further estimated by distinguishing rules by types, we find that the balance rule improves fiscal balance in both Europe and Asia.
