디지털 교육격차 해소를 위한 디지털 튜터 정책 과제

본 논문에서는 제4차 산업혁명과 코로나 19로 인해 가속화되고 있는 디지털 기반 수업에서 우려되는 디지털 교육격차 문제, 그리고 디지털 역량 차이로 인한 학생들의 학습결손 방지를 위해 도입되는 디지털 튜터와 관련한 정책적 과제들을 분석하였다. 이러한 연구 결과는 다음과 같다. 첫째, 디지털 교육격차 해소를 위해서는 학생 개별 맞춤형 체계적인 지원 방안이 마련되어야 하고, 이를 위한 인적 자원 확충, 특히 정규 교원 충원이 우선시되어야 한다. 둘째, 디지털 튜터 정책의 목표와 디지털 튜터의 역할, 배치 기준 등 구체적인 계획이 명확히 제시되어야 한다. 셋째, 디지털 튜터의 근무 여건, 처우 개선 및 지원 체계가 지속적으로 마련되어야 하며, 마지막으로 디지털 교육격차 해소를 위해서는 정책의 안정성과 일관성이 유지되어야 한다. 이러한 논의를 토대로 디지털 기반 교육 및 디지털 교육격차 해소를 위한 인적 자원 확충 계획이 우선 수립될 것을 제안하였다.
Abstract
This paper analyzed the digital education gap that may arise in digital-based classes accelerating due to the 4th Industrial Revolution and COVID-19, and the policy tasks of the digital tutor to resolve the digital education gap. The results of these studies are as follows. First, in order to reduce the digital education gap, systematic support measures tailored to each student should be prepared, and human resources should be prioritized. Second, specific plans such as the goal of the digital tutor policy, the role of digital tutors, and deployment criteria should be clearly presented. Third, a support system such as working conditions and treatment improvement that can improve the work performance of digital tutors should be prepared. Fourth, there must be stability and consistency to reduce digital education gap. Based on these discussions, it was proposed that a plan to expand human resources to resolve the the digital-based education and educational gap should be established first.
