본 논문에서는 고용형 사회적 기업이 창출하는 사회적 가치인 고용성과를 화폐가치로 환산하여 측정하는 방법론을 사회성과인센티브(SPC)의 측정 사례와 함께 구체적으로 소개한다. 먼저 이해관계자 회계 원리를 적용하여 고용성과의 주요 이해관계자인 취약계층 근로자와 정부 계정에서 발생한 구체적인 편익과 비용을 파악한다. 이를 종합하여 표준식을 만들고 고용성과 계산의 비교 기준이 되는 기준치를 국가통계자료 등을 활용하여 설정한다. 고용성과로는 크게 근로자의 가처분소득 증가, 위험해소 편익, 각종 복리후생, 돌봄서 비스, 정부예산 절감액, 세수 증가액 등을 다룬다. 표준식은 동일하지만 전일제, 시간제, 경과성 일자리에 따라 계산방법 등이 달라진다. 이러한 방법론을 사회성과인센티브에 종합적으로 적용한 사례를 구체적인 예시와 함께 기술적으로 설명한다. 고용성과의 화폐가치 측정은 사회적 기업이 관련 이해관계자에게 재무 성과와 비교 가능한 취약계층 고용의 사회가치 정보를 제공할 수 있게 한다. 또한 사회적 가치를 창출하기 위한 고용형 사회적 기업의 자원배분 계획과 의사결정에도 활용 할 수 있다.
Abstract
Work integration social enterprises (WISEs) aim to provide quality jobs with the vulnerable experiencing the pain of unemployment in the labor market. We introduce a principle and methodology for measuring the employment performance that social enterprises generate for the vulnerable in Social Progress Credit (SPC) project. To measure this performance in monetary terms, the principle of stakeholder accounting is applied to develop a standard equation including the related benefit and cost identified in the individual accounts of workers and government. This equation can easily deal with various components of employment performance such as disposable income, fringe benefit, budget savings, income tax, caring service, related subsidy etc. In this paper, we study two example cases of social enterprises and explain in detail the process of calculating their employment performance. Measuring employment performance in moeytary terms will be very helpful for work integration social enterprises for providing financially compatible information of social impact with their stakeholders.
