국제개발형 사회적기업 정의에 대한 학계와 현장의 예외적인 이해에 대한 연구

사회적기업이 국제개발협력에서 새로운 모델로 부각되면서 우리나라에서도 다양한 민· 관 주체들이 국제 개발협력을 목적으로 하는 사회적기업을 발굴하고 지원하는 사업을 수행하고 있으며, 나름의 성과를 가져 오고 있다. 그러나 내부적으로 살펴보면, 사회적기업 육성법으로 대변되는 협의적 정의와 이외 국제기구, 연구기관, 사회적기업가 등에 의해 정립된 광의적 개념 간의 충돌과 이로 인한 갈등이 존재하기도 한다. 이러한 개념 간의 충돌은 “국제개발형 사회적기업의 사업의 범위 및 수혜 대상이 개발도상국 혹은 개발도 상국 국민에 있는데, 이들 기업에 어디까지나 우리나라의 실정에 맞게 제정된 「사회적기업 육성법」과 이에 근거한 사회적기업 인증제도를 그대로 적용할 수 있는가?”라는 현장과 학계의 예외적인 이해에 그 바탕을 두고 있다. 그러나 이러한 예외적인 이해는 한편으로 개념 간의 충돌과 이로 인해 발생하는 갈등을 다년간 외면할 수 있는 명분이 되기도 하였다. 이에 본 논문에서는 이러한 충돌과 갈등이 어디서 기인하는 제 그 원인을 분석하고 앞으로 국제개발형 사회적기업을 발굴하는 데 있어 정책적 시사점을 제안하고자 한다.
Abstract
As social enterprises have emerged as a new model in international development cooperation, various private and government entities in Korea are conducting projects to discover and support social enterprises for international development cooperation, and are bringing their own results. However, internally, there are conflicts between consultative definitions represented by the Social Enterprise Promotion Act and broad concepts established by international organizations, research institutes, and social entrepreneurs, and the resulting conflicts. The conflict between these concepts is based on the exceptional understanding of the field and academia, “The scope and beneficiaries of international development social enterprises are in developing or developing countries. Can we apply the 「 social enterprise development law and the social enterprise certification system based on this?” However, this exceptional understanding, on the other hand, has become a justification for turning a blind eye to the conflicts between concepts and the resulting conflicts for many years. Therefore, this paper analyzes the causes of these conflicts and conflicts and suggests policy implications for discovering international development-type social enterprises in the future.
