Abstract
This study proposes a “Korean-style Social Enterprise Policy Transfer Model” to address the limitations of South Korea’s International Cooperation Dvelopment, which, due to a rigid domestic-focused system, has been confined to supporting individual enterprises without inducing structural change in recipient countries. This model presents a strategic alternative based on ‘policy transfer’: the sharing of institutional experience and ecosystem-building know-how. To this end, based on policy transfer theory, the study analyzes the successful case of the United Kingdom as a benchmark to diagnose the Korean model’s limitations. Based on this diagnosis, a five-pillar “Korean-style Combinations Policy Transfer Model” is derived, encompassing law, finance, education, governance, and experience utilization. The model is premised on respecting the ownership of recipient countries and critically reflecting on South Korea’s own experiences. This study is significant in that it presents a concrete strategy for enhancing the qualitative sustainability of South Korea’s International Cooperation Dvelopment and strengthening its identity as a “knowledge-sharing partner” in the international community.
