이념적 양극화는 지속되는가? －19대 국회 외교안보통상 관련 의안의 경험적 연구－

초록

본 연구의 목적은 19대 국회 내에서 논의된 주요 외교안보통상 관련 의안들을 선별하여 정당 소속 국회의원들이 주요한 현안에 대해 얼마나 정파적으로 그리고 이념적으로 충실히 임하였는가를 살펴보고 결과적으로 그러한 의원들의 입법행태가 정책결정에 미친 영향을 경험적으로 분석하고자 한다. 과거에 비하여 한국 국회는 이념적으로 날카로운 대립상태에 머물고 있으며, 정파 간의 양극화로 인한 입법교착이 빈번하게 발생하고 있는 추세이다. 국회의원들 간의 극심한 정파적 대립과 빈번한 입법교착은 국민들의 불신과 무관심을 더욱 강화시키게 될 것이다. 분석 결과, 외교안보통상 관련 의안에 대한 국회 처리 과정에 있어서 정당 및 이념의 강한 영향력이 확인되었다. 다만, 안건에 따라 이념과 정당의 영향력이 다소 다른 양상으로 나타나지만 대부분의 처리 안건에서 공통적으로 의원들의 이념이 표결과정에서 중요한 영향을 미친 것이 경험적으로 확인되었다. 특히, 북한인권법 투표에서도 이러한 경향이 뚜렷하게 나타났다. 즉, 이념 성향이 보수적일수록 북한인권법에 찬성할 가능성이 높음을 의미하는 것이다. 또한, 표결 데이터를 점수화하여 측정된 개별 의원들의 이념 성향과 소속 정당 간에는 높은 연관성이 있음이 확인되었으며, 이는 결국 19대 국회 소속 의원들의 이념 성향이 정파에 따라 잘 배열되어 있음을 의미하는 것이다.

Abstract

The purpose of this study is to focus on analyzing the impact of ideological polarization within the National Assembly on legislative activities. This study examined the major foreign affairs, national security and trade issues discussed in the 19th National Assembly to see how partisan and ideological the legislative members of the political parties had acted on the major issues and Consequentially to analyze empirically the impact of such legislative activities on policy decisions. Compared to the past, the Korean National Assembly has remained in a state of extreme ideologically confronted and the polarization of the political parties has caused frequent legislative deadlock. The National Assembly structure constructed in a hostile confrontation beyond check, is likely to delay legislation and policy processing, and the polarization of the Assembly is likely to become a major factor impeding the efficiency of legislative productivity and legislative activities. As a result, not only the lowering of the productivity of the National Assembly, but also the severe confrontation between members and frequent legislative deadlock will strengthen the indifference of the people with the mistrust of the National Assembly. After the result of the analysis, strong influence of political parties and ideologies was confirmed in the process of the National Assembly on diplomatic security and international trade. However, it is empirically confirmed that the influence of ideology and political party is different according to the agenda, but in most cases, In addition, it was confirmed that there is a high correlation between ideological propensity of the individual members who were measured by voting data and belonging parties, which means that the ideological tendency of the 19th National Assembly members is well arranged according to the constitution.
