Abstract

North Korea has undertaken institutional efforts, including the designation of marine protected areas, the submission of national biodiversity strategies and reports, and participation in the Sustainable Development Goals. Nevertheless, structural challenges persisted, including statistical inconsistencies, weak management systems, and limited alignment with international standards. Some progress was achieved in the designation of marine and migratory bird protected areas, and the protection of endangered marine mammals such as the spotted seal (Phoca largha). However, insufficient scientific verification and the lack of standardized data hindered the establishment of international credibility. Thus this study reviewed the status of marine biodiversity conservation in North Korea and examined its potential linkages with the Kunming-Montreal Global Biodiversity Framework (KM-GBF), which was adopted at the 15th Conference of the Parties to the Convention on Biological Diversity. Based on the roles of key domestic institutions - including the Ministry of Land and Environmental Protection, the National Authority for the Protection of Cultural Heritage, the Nature Conservation Union of North Korea, and the State Academy of Sciences - this study identified priority areas for inter-Korean and international cooperation. These included the joint restoration of coastal wetlands, the protection of migratory bird flyways, the identification and conservation of marine mammals, the collaborative management of coastal pollution, and community-based capacity-building programs. Such initiatives were closely aligned with the targets of the KM-GBF - including the expansion of protected areas, the conservation of endangered species, the reduction of pollution, and capacity enhancement - and were expected to contribute to climate change adaptation and the sustainable livelihoods of coastal communities. Ultimately marine biodiversity conservation in North Korea was understood not only as environmental protection but also as a process of achieving sustainability through international cooperation, with small-scale pilot projects serving as practical entry points for inter-Korean and multilateral engagement.
