유엔지속가능발전목표14 해양생태계와 북한 개발협력

초록

이 논문은 SDG 14 해양생태계 관련 북한 현황과 개발협력 현황을 검토하고자 한다. 이를 위해 SDG14의 개념과 특성, 세부목표와 이행지표를 분석하여 분석틀을 만들고 이를 토대로 북한의 바다와 해양자원 이용을 살펴보았다. 그 결과, 해양오염이나 생물다양성 뿐만 아니라 IUU어업과 영세어업인의 접근성 등의 관점에서 SDG 14 관련 지표가 훼손되고 있는 것으로 나타났다. 국제사회의 개발협력은 양식, 지역해 프로그램, 철새 보호를 중심으로 나타났다. 한국은 대북지원을 위한 UN기금의 주요 공여국이기는 하나 SDG 14 관련 사업은 우선순위에서 밀려 있는 것으로 보인다. SDG 14는 SDG 2(기아 종식), 13(기후변화 대응), 15(육상생태계) 등 UN의 대북사업 우선순위에 포함된 다른 목표들과 긴밀한 관계에 있으므로 향후에는 유관 SDGs를 밀접히 연계시키는 방향으로 개발협력이 진행되어야 할 필요가 있다.

Abstract

This study aims to review the current status of North Korea regarding the United Nations(UN) Sustainable Development Goal(SDG) 14 and development cooperation with North Korea. In order to achieve this goal, an analytical framework was developed, based on the concept, characteristics, sub-goals and indicators of the SDG 14. The current status of North Korea’s seas and use of marine resources were reviewed according to this framework. It is appeared to be deteriorated not only in respect of marine pollution, biodiversity, and protected areas but also Illegal, Unreported and Unregulated(IUU) fishing and small-scale fisher’s access to marine resources, etc. International society’s development cooperation with North Korea has centered around aquaculture, regional sea programmes, and protection of migratory birds. While South Korea has been one of major donors of UN fundraising for the North, SDG 14 tends to be pushed back on the priority list. As SDG 14 is closely related with other goals such as SDG 2, 13, and 15, which have been included on the priorities of UN development cooperation with the North, future development cooperation needs to be promoted in the direction of intertwining related SDGs.
