2014년 러시아에 대한 EU와 미국의 경제제재가 실시된 이후, 일련의 국가나 국제기구에 의한 또 다른 국가에 대한 정치 및 경제적 영향력에 확대 문제가 많은 관심의 초점이 되었다. 서방의 러시아에 대한 경제 제재와 러시아의 대응 제재는 양쪽 모두에게 영향을 미치고 있는 상황이다. 이 문제의 분석을 위해 본 논문은 국제사회에서 벌어졌던 제재의 종류와 효과에 대해 분석하고 제재의 함의를 살펴본다. 서방의 러시아에 대한 경제 제재 조치 이후 러시아는 경제적 위기를 극복하기 위한 대응 조치로 다양한 전략을 취하고 있다. 그럼에도 불구하고 서방의 경제 제재 강도 및 범위의 점진적인 증가가 진행되는 상황을 고려하면, 대외 무역과 환율 그리고 재정 등 러시아와 세계 경제의 통합 지표에 반영 될 다수의 요소들에 대한 압력이 증가하고 있다. 따라서 서방의 경제 제재가 러시아 국가 전체 그리고 경제 지표 등에 미치는 영향 분석은 매우 중요하다고 할 수 있다. 이 변화의 내용은 경제 제재 이전인 2013부터 경제제재 효과가 반등하기 시작한 2018년 전후의 주요 경제 지표를 살펴보는 것이다. GDP, 외국인투자, 환율, 인플레이션 등이 중요 항목이다. 이 연구를 통해 경제 제재의 영향 정도를 살펴봄으로써 국가 경제 정책의 계획된 지표의 이행에 대한 경제 제재의 긍정적 및 부정적 효과를 확인할 수 있다.
Abstract
Since the EU and the US economic sanctions against Russia in 2014, there has been a growing focus of attention on the influence of a series of countries or international organizations on another country. The response to economic sanctions against Russia is affecting both sides. For the analysis of this problem, this paper analyzes the types and effects of pharmaceuticals in the international community and examines the implications of sanctions. After the economic sanctions against Russia in the West, Russia is trying to introduce import substitution policy as a countermeasure to overcome the economic crisis. Given the overall situation of the gradual increase in economic sanctions, there is increasing pressure to be reflected in the indicators of foreign trade and Russia's integration with the global economy. Therefore, it is very important to analyze the effects of Western economic sanctions on the whole of Russia and foreign trade. The change is to look at key economic indicators around 2017, when the effects of economic sanctions began to rebound in 2013, before the economic sanctions. Changes in export and import product structure are important items. This study confirms the positive and negative effects of economic sanctions on the implementation of planned indicators of national economic policy by examining the extent of economic sanctions.
