미·중 전략경쟁에 따른 위협인식 변화와 이스라엘-중동 외교 관계

초록

최근 미국은 코로나19 팬데믹 이슈를 포함한 다양한 분야에서 미국의 지도력 회복에 힘쓰고 있다. 바이든 대통령은 트럼프 행정부의 고립주의 대외정책으로 인해 동맹 시스템이 심각한 손상을 입었다고 판단하였다. 미국은 전통적인 자유주의적 세계관을 부활시켜 전 세계적 영향을 미치는 의제들에서 다자간 협력체계 및 동맹을 통한 미국 중심의 국제 규범을 다시 제공하겠다고 천명하였다. 하지만 미·중 관계는 다양한 분야, 다양한 지역에서 지속해서 충돌하고 있으며, 헤게모니 경쟁의 양상으로 흐르고 있다. 이러한 미-중 전략경쟁 구도 내에서 중동 역내 사안에 관한 미국의 입장 변화는 중동의 정치 역학 및 국제 관계에 아주 중요한 변수이다. 본 연구는 외교정책 결정에 큰 영향을 끼치는 위협인식의 개념을 적극적으로 활용하여 미·중 전략경합 하의 이스라엘 중동 외교정책 분석을 시도하고자 한다. 또한, 이스라엘의 내부 정치 변동과 위협인식 변화가 주변국 외교정책에 어떠한 영향을 끼칠 것인지 분석해보고자 한다.

Abstract

From its inauguration, the Biden administration has been trying to restore the US leadership in international politics. Biden administration assessed that the alliance system had been severely damaged by Trump's isolationist foreign policy. The US has declared that it will revive traditional liberalism and provide international norms through multilateral partnerships in dealing with global issues. However, U.S.-China relations continue to collide in the Middle East, showing an aspect of hegemonic competition. Within this US-China strategic competition, the change of the US position on the agendas of Middle East such as FDI, regional security, the JCPOA, and the Israel-Palestine conflict are becoming important variables in understanding international relations of the Middle East. Thus, this study attempts to analyze Israel's Middle East foreign policy under the US-China strategic competition by utilizing the concept of threat perception, which has a great influence on foreign policy decisions and decision-making process. Moreover, this paper will analyze how the change of Israel's domestic politics and the threat perception is affecting neighboring countries’ foreign policies concerning Israel.
