황해도 수안군 수안면 만세시위는 헌병대 인도를 요구하며 하루에 세 번, 총격을무릅쓰고 격렬하게 시위한 ‘공세적 시위’의 대표적 사례이다. 그러나 이는 기존 연구에서 일본 헌병이 자신들의 발포를 합리화하고 조선총독부 일부 판⋅검사가 ‘내란죄’ 를 적용하기 위해 쓴 용어(‘습격’, ‘폭동’ 등)와 해석(헌병대 ‘접수’ 기도)을 사료 비판없이 부정적 의미에서 긍정적 의미로 관점만 바꾸어 원용함으로써 구성된 것이다. 시위 횟수, 발포 계기, 요구사항에 대해 기존의 관행적 이해에서 벗어나 합리적 의심을통해 새로운 역사상을 구축할 필요가 있다. 수안군 천도교도의 시위가 ‘공세적’이지 않았다고 해서 그 의미가 사라지는 것은 아니다. 기존 연구에서 간과했던 시위대의 요구사항 ‘구속자 석방’을 재음미할 필요가 있다. 식민지 피지배자가 자신을 보호해야 줄 국가가 사라진 상황에서 그 국가와 같은 역할을기대한 것 중 하나가 종교였다. 그런 종교공동체의 지도자와 동료가 독립선언 시위를 준비하다가 식민지 권력에 의해 구속되었다. 이에 대한 수안지역 천도교도의 석방 요구와시위는 식민지 권력에 대한 도전이며 부정이라 할 수 있다. 그 바탕에는 독립선언과 만세시위가 죄가 되지 않는다는 인식이 있었다.
Abstract
The protest that took place in Suan-myeon, Suan-gun of Hwanghae Province is a prototype of ‘aggressive protest’, during which the participants demanded the military police to return to Japan and relinquish their office building while risking the shootings that happened three times a day. However, such historical narrative of the protest was produced as scholars rephrased the negatively charged terminologies and interpretations in a more positive light without critical analysis of the primary sources. The negatively nuanced terminologies (‘raid’, ‘riot’, etc.) and interpretations (attempts to ‘take over’ the military police) employed to describe this protest came from the Japanese military police’s attempt to justify their shootings and Government General of Joseon’s prosecutors and judges’ attempts to sentence the accused to treason. This study strives to cast reasonable doubt on the established understanding of the protest and build a new historical narrative based on new interpretations of the frequency of the protest, the reason for shootings and the demands of the protesters. The fact that the protests organized by Cheondogyo believers in Suan region were not aggressive does not undermine the significance of the protests themselves. ‘Release of the detainees’, which was one of the demands of the protesters, needs to be brought into light though previous studies have overlooked this aspect. Religion served as a mechanism for protection and security by making up the absence of a nation-state, which has fallen and lost its function under the colonial rule. In the case of Suan, the religious leaders and followers, who were key components of such security and protection mechanism, were arrested as they prepared for the protests. Considering such context, the demand for release of the detainees and protests in Suan should be understood as the challenge of and resistance to the colonial power.
