Abstract
This study examines the impact of Korea’s credit card merchant fee regulation—specifically the Eligible Cost (EC) framework—on the profitability structure of credit card companies’ core credit card business, excluding card loans and cash advances. It also proposes policy directions for the sustainable development of the card industry. The findings indicate that the EC methodology has eroded core profitability by repeatedly lowering fees despite continuous growth in card transaction value. Since the system relies on historical costs fixed over multiple years, it fails to incorporate emerging cost factors such as higher funding costs, increased credit losses, and digital transformation investments. Moreover, preferential fee rates and expanded exemptions have resulted in approximately 96% of merchants being charged below-cost fees, distorting revenue strㅜㅊuctures. Because fee increases are virtually prohibited even when costs rise, and given the rapid growth of alternative payment systems alongside asymmetric regulation targeting only card companies, the current framework undermines both regulatory effectiveness and fair competition. Policy implications are as follows. In the short term, revising the EC methodology is essential to strengthen protection for small and medium-sized merchants while ensuring a minimum level of card company profitability. Additionally, a cost-saving incentive mechanism should be introduced to prevent a vicious cycle where efficiency gains immediately lead to further fee cuts. In the medium to long term, a fundamental reform of the EC framework is required to balance multiple objectives: merchant protection, payment infrastructure stability, industry profitability, and financial innovation.
