인공지능기술은 데이터 분석, 정책결정, 서비스 제공 등 다양한 정부기능을 혁신할 잠재력을 가지고 있다. 특히, 공정한 정책수립과 행정의 효율성을 높이는 데 기여할 수 있다. 하지만, 인공지능시스템이 갖는윤리적, 사회적 문제도 간과할 수 없다. 인공지능기반 정책결정과정에서 발생할 수 있는 편향성과 투명성부족은 공정성을 해칠뿐만 아니라 사회적 불신과 불평등을 초래할 수 있다. 이 논문은 공정한 AI기반 정부가 어떻게 설계, 구축되어야 하는지, 그리고 정책 결정 과정에서 인간의 역할이 여전히 중요한 이유를 설명한다. 또한 기술적 발전과 윤리적 기준 간의 균형을 찾는 것이 필수적임을 강조하며, 정책 입안자와 시민사회의 협력을 통한 지속 가능한 실천방안을 모색하고자 한다. AI기반정부의 구현은 기술적 가능성뿐만 아니라, 사회적 합의와 신뢰 구축에 의해서도 좌우됨을 논의한다. 본 연구는 AI기술을 통한 정부혁신이 공정성과 지속 가능성을 동시에 추구해야 함을 강조하면서 향후 연구방향에 대한 시사점을 제시하고자 한다.
Abstract
Artificial Intelligence technology has the potential to innovate various government functions such as data analysis, policy making, and service provision. In particular, it can contribute to increasing the efficiency of fair policy establishment and administration. However, the ethical and social problems of artificial intelligence systems cannot be overlooked. The bias and lack of transparency that may arise in the process of artificial intelligence-based policy-making can not only undermine fairness but also lead to social distrust and inequality. This paper explains how a fair AI-based government should be designed and built, and why the human role is still important in the policy-making process. It also emphasizes that it is essential to find a balance between technological development and ethical standards, and seeks sustainable action plans through cooperation between policymakers and civil society. It is discussed that the implementation of AI-based government depends not only on technical possibilities, but also on social consensus and trust building. This study aims to present implications for future research directions, emphasizing that government innovation through AI technology should pursue fairness and sustainability at the same time.
