사이버 범죄와 싸우려는 경찰의 노력에도 불구하고 모바일 SNS의 확산과 같은 당면과제에 적절히대응하고 있지는 못하다. 스마트폰이나 태블릿 컴퓨터 등 모바일 디지털 기기의 급격한 확산으로 인해 우리의 일상생활은 상당한 변화를 경험하고 있다. 모바일 SNS를 사용하여 멀리 떨어진 친구나가족과 일상적인 대화를 나누기도 하고 지구 반대편에 있는 수백 명의 사람들과 동시적으로 값싸고신속하게 소통할 수 있게 되었다. 이러한 IT분야의 발전은 범죄수법에도 새로운변화를 가져오고 있다. 일상적으로 사이버 범죄에대처하는 두 축은 IT 기술자들과 사이버 범죄자에게 정의를 실현하는 경찰인데, 경찰이 효과적으로모바일 SNS 관련 사이버 범죄에 효과적으로 대응할 수 있도록 다음 사항을 우선적으로 고려하여야한다. 모바일 SNS관련 범죄는 개인적 수준에서이루어지는 범죄와 사회적 수준의 범죄 그리고 사이버 테러처럼 국가적 수준에서 대처해야 할 범죄로 구분해서 고찰할 수 있다. 모바일 SNS관련 범죄에 효과적으로 대처하기 위해 다음의 정책방안을제시하고자 한다. 첫째, 사이버범죄를 취급하는 경찰 수사조직을효율적으로 재편하여야 한다. 둘째, 엘리트 사이버 수사요원을 충원하기 위해유능한 경찰 수사관을 선발하여 제대로 훈련시키는방안을 검토해야 한다. 셋째, 대국민 협조체계 구축을 위한 종합신고망개편이 필요하다. SNS운용시스템과 112신고시스템을 유기적으로 연계하고 환경센서와 고속도로 교통카메라, 방범용 CCTV 등을 종합적으로 연계하여 효율적으로 운용하는 것이 필요하다. 마지막으로 인터폴을 비롯한 국제경찰기관과의긴밀한 협조가 필요하며 미국이나 중국, 일본 등정보화 선진국 경찰과 함께 사이버 수사의 효율화를 위한 국제 사이버수사협력기구를 구성하는 방안도 장기적으로 구상하여야 한다.
Abstract
Although the police have made significant strides fighting cyber crime,many of the current issues such as proliferation of mobile SNS are not adequately addressed. Our daily lives have experienced considerable change because of prolific use of the mobile digital devices with internet. Not only can we exchange casual conversation with our friends and family; we can quickly and inexpensively communicate with hundreds of people on the other side of the planet simultaneously by using mobile SNS. In fact, this ability has also changed the way in which the unscrupulous commit crimes. There are two primary groups that have to deal with cyber crimes on a daily basis. Those groups are IT professionals who provide the first line of defense technically and the police that take responsibility by bringing cyber criminals to justice. In order to strengthen the ability of police to fight against cyber criminals using mobile SNS, we need to take a few things into account. There are some aspects about crimes committed through the use of mobile SNS, such as personal, social, and national aspects like cyber terrorism. I'd like to suggest several policy alternatives against crimes committed through the use of mobile SNS. First, it is important to arrange structure of the police investigation of cyber crimes effectively. Second, it needs to immediately recruit elite cyber-investigators who have a talent for cyber policing, to train and teach the new recruits continuously against cyber crime. Third, I'd like to suggest restructuring the 112 police reporting system,by connecting the mobile SNS system, police reporting system, censor of environment, traffic cameras on the highways, CCTVs for crime prevention and so on. Lastly, it is desirable to cooperate with international police forces for investigating mobile SNS crime effectively. Therefore as a long term goal,it would be beneficial if the countries with advanced IT investigations such as USA, Korea, Japan and etc. to come together to establish an international organization for cyber-crime investigations.
