Abstract

Immigration crime of job purposed illegals and crime due to the SOFA were highly related to Foreigner Crime in 1990s, however, a variety of crime has been frequently occurred due to the multinational since 2000. Foreigner crime has been tied up with domestic and international organized crime in recent years. The methods in which crimes are committed become increasingly heinous so it imposes heavy burdens on police officers who perform several missions for better policing. The awareness of public's to the foreigners were novelty in the past,but it has been constantly changed into potential criminals. Causes of foreigner's crime may appear differently on account of the government's foreign policy, domestic economic situation or circumstances, nationality. Namely, crime of foreigners who reside in Korea has been generated by diverse and intricate factors such as personal problem, residence environment, cultural heterogeneity,wages, relative poverty. These Foreign crime has been more atrocious, various, crafty and intelligent. Sense of public anxiety and xenophobia on the foreign crime is getting severe so police officers suffer excessively for maintaining public security. Nevertheless, police has difficulties on grasping the current situation of the foreign criminal status due to shortage of investigative personnel and limitation of organizational structure. Several conflicts and obstacles, such as language communication problems, foreign affairs, treatment problems due to difference of cultural and religious, were made security environment even more difficult. Therefore, the paper would propose amendment of Immigration Control Act, strengthening of foreigner management, disclosure of foreigners information, crime prevention education, the reorganization of foreign affairs police and securement of its outstanding personnel,establishment of policing infrastructure in concentration area of foreign population, customized crime prevention activities as rational foreign Crime Countermeasures. Policing policies on the foreigner's crime not only just trying to solve the foreigner's Crime itself but also performing coexisted and win-win policing approach so that police could minimize the conflict caused by cultural difference.
