선진국은 발전된 과학기술을 범죄대응에 활용하기 위해 다양한 노력을 하고 있다. 대표적인 경우가 관련 데이터를 신속하게 수집⋅분석하여 수사를 지원하는 과학적 범죄분석 분야이다. 미국이나 영국 등에서는 통합적인 범죄분석 조직을 통해 이를 실현하고 있다. 본 연구에서는 선진국의 운용 사례를 분석하여 그 특징을 확인한 후 한국경찰의 현실에 맞는 범죄분석 조직 운용 방안에 대해 고찰하였다. 연구 결과 주요국 범죄분석 조직은 공통적으로, 경찰이 보유하고 있는 데이터뿐만 아니라 공공 및 민간데이터를 통합하고 시스템을 일원화하여 정보에 대한 접근성을 확충하였고, 특화된 프로그램을 활용하는 등 수사 지원을 위해 다양한 방식을 채택하고 있었다. 그리고 무엇보다 다양한 전공의 전문가들로 팀을 구성하여 정보를 생산하고 있다. 반면, 한국 경찰은 데이터 사용권한에 대한 법⋅제도적 제약이 크고 보유 데이터에 대한 기능 간 분리를 원칙으로 하고 있어 통합적인 활용이 어려운 상황이다. 신속한 사건 해결을 위해 데이터 활용의 범위를 확대할 필요가 있으며, 국내 실정에 맞는 과학적 범죄분석 조직 설립을 위한 구체적 논의와 법⋅제도 연구가 절실하다.
Abstract
Advanced countries are working to apply advanced technology to the field of investigation. A major area is scientific crime analysis in which criminal data are collected and analyzed effectively to support investigations. Countries such as the United States and the United Kingdom, which have actively incorporated data science into criminal investigations, operate an integrated crime analysis organization. In this study, it was intended to consider how to organize a crime analysis organization of Korean police through operational cases in advanced countries. Crime analysis organizations in major countries have implemented specialized data held by police as well as integrated public and private data and integrated systems to expand access to information and diverse resident experts. On the other hand, the Korean police are in a situation where it is difficult to integrate the data because of the large legal and institutional restrictions on the right to use the data and the separation between functions of the data they have. It is necessary to expand the scope of data utilization in order to quickly solve cases, and it is imperative to discuss details and study laws and institutions for the establishment of a scientific criminal analysis organization suitable for domestic situations.
