스마트 폴리싱(SMART Policing)은 전략적 관리(Strategic Management) 분석과 연구(Analysis & Research), 과학 기술(Technology)를 통해 경찰 문제를 해결하는 패러다임이다. 스마트 폴리싱은 정보 기반 경찰활동, 증거 기반 행정 등 이론적 연혁을 거쳐, 미국 경찰의 혁신을 위한 프로그램으로 정책에 반영되었다. 스마트 폴리싱은 미국의 60여개 경찰 기관에서 지역별로 다양한 치안 문제에 대해 폭넓게 적용되고 있다. 그 광범위함으로 인해 스마트 폴리싱이 독자성을 가진 이론인가에 대한 논쟁이 있을 수 있다. 이 질문에 대한 본 연구에서의 결론은 이론적 독창성을 추구하기 보다는 경찰 문제에 대해 데이터를 통해 분석하고 해결책을 집행-평가-확산하는 순환 체제와 연구 기관 등 파트너와 협업을 통해 문제를 해결하고자 하는 방법론으로서 가치가 있다 할 것이다. 이러한 방법론을 한국 경찰에 적용하는 탐색이 필요하다. 한국 경찰은 자치경찰로의 전환과 국가수사청의 분리, 경찰 위원회의 강화 등 의사결정 구조의 다변화가 논의되고, 지역별 특성에 맞는 치안 모델의 설계 등을 준비해야 하기 때문이다. 그러나 미국과 같이 각 지역별로 데이터를 분석하고 지방 자치경찰과 개별적인 협업 체계를 구성하는 단계로 곧바로 진척될 거라 기대하기 어렵다. 범죄데이터를 외부는 물론 경찰 부서 간에도 수평적으로 공유하는 것에도 법제도와 문화적으로 장애요소가 많기 때문이다. 하물며 외부 연구기관과 협력 관계 구성은 더욱 곧바로 이행되기 어렵다. 이를 위한 중간 단계의 대안으로서 경찰 내부 연구기관에 데이터 센터를 구성해서 현장 문제를 발굴하고, 데이터를 분석-적용하는 시설과 인력, 기술을 개발하는 과정을 운영할 필요가 있다. 이런 과정을 통해 법제도의 개선, 데이터 통합과 분석 기술의 개발을 모색할 수 있다. 그리고 문제 해결 사례를 축적하여 데이터 분석을 통한 과학적 의사결정의 풍토를 확산하는 목표를 앞당길 수 있을 것이다.
Abstract
Smart policing is a paradigm that solves police problems through strategic management, analysis, research, and technology. Smart policing has been reflected in the american policies of the US Police Innovation Program through the theoretical history such as information-based police activities and evidence-based administration and so on. Smart policing is widely applied in the field of security issues in more than 60 police agencies in US. There may be debate over whether the smart policing is a theory with its own wide scope. In response to this question, rather than exploring the theoretical uniqueness of policing problems and solutions aimed at the smart policing of local police, it is necessary to find its identity as a methodology, which is a circulatory system to enforce, assess and expand its solution, to solve a problem by analyzing data and collaborating research partners. To apply the smart policing in the Korean police, more subtle consideration needs to be taken. The Korean police should discuss the diversification of decision-making structures, such as the transition to autonomous police, the separation of national investigation agencies, and the strengthening of the police commission, and prepare the security model for the regional characteristics. However, it is hard to expect that the progress, which is to analyze the data for each local police and form an individual collaboration system with the local police, will be made as soon as the United States. Sharing of crime data among the police departments internally as well as externally has legal and cultural barriers. In addition, cooperation between police agencies and external research institutes is not expected to be implemented immediately. Instead, as an alternative, it is necessary to construct a data center in the Police Policy Research Institute, which is an internal research institute of the police, to identify the problems in the field and to develop the facilities, personnel and technology to analyze and apply the data. Through this process, it is possible to improve the legal system, to develop data integration and analysis technology, and to enhance the facility. Finally it is possible to advance the goal of spreading the climate of scientific decision-making through data analysis by accumulating problem-solving cases.
