원스톱 지원센터 여성경찰관의 피해자 조사 업무량 분석

본 연구는 피해자를 위한 원스톱센터 경찰관의 역할 강화와 인력확대에 앞서 원스톱센터 수사지원팀의 직무․인력 표준안을 마련하는 기초를 제공하고자 전국 25개소 원스톱센터 수사지원팀의 업무 프로세스 및 그 업무량을 분석해보았다. 업무 프로세스에 따른 피해자조사 사례 1건당 업무량 추정 결과, 조사 전 단계 중 사례 내용 확인, 조사일정 준비 등의 조사기초 준비는 평균 약 94분, 진술녹화 준비는 99분으로 나타났다. 본 조사 단계에서 증거자료 수집은 평균 114분, 일반 피해자 진술녹화의 경우 121분, 아동피해자 140분, 장애피해자 157분, 장애아동피해자 158분, 그 외 비녹화 조서작성의 경우 104분이 걸리는 것으로 추정되었다. 조사 후 단계에서 서류정리는 1건당 평균 113분이 걸렸으며, 피해자지원 업무는 73분, 조사 후 조치는 83분이 소요된 것으로 추정되었다. 한편 본 연구는 원스톱센터의 수사지원팀 업무 범위를 피해자 조사 프로세스의 시각에서 바라보았지만, 단지 “피해 사례 조사” 업무라는 사후적․미시적 직무분석에만 집중함으로써 업무량 분석 결과가 실제에 비해 과소평가되었을 가능성을 갖고 있다. 향후 연구에서는 수사지원팀 팀원의 행정업무 및 피해 예방업무, 팀장 고유 업무 등 발생사건 조사 외의 여타 업무들을 포괄함으로써 수사지원팀의 원스톱센터 내 역할과 진정한 업무 총량이 거시적 시각에서 보다 분명하게 드러나도록 해야 할 것이다.
Abstract
This study aims to analyze the work process and workload of investigation support team policewoman in the 25 one-stop service centers nationwide, which is expected to make a fundamental contribution toward building up some standard job model as a more expanded team for the victims. According to the results of estimation based on the survey, the average time to require in the preliminary investigation phase by a case is turned out to be 94 minutes in the elementary preparation to begin with, and 99 minutes in the video recording preparation for victims’ statement. In the next, the time to require in the real investigation phase is estimated to be 114 minutes in evidence collection, 121 minutes in case of children victims’ statement, 157 minutes in handicapped victims, 158 minutes in handicapped children victims, 104 minutes in non-video recording. Finally, the time to require in the real investigation phase is shown to be 113 minutes in document filing, 73 minutes in victims’ support, 83 minutes in finishing work after investigation. On the other hand, because this study concentrates on ex post and micro job analysis there is a possibility that the estimates for investigation workload may underestimate, even in the perspective of work process.
