경찰관 업무량 산정에 관한 연구 : 형사가 수행하는 4대 분야 8개 업무를 중심으로

범죄를 수사하거나 범인을 검거하는 업무는 긴장감이 높고 특히 많은 사건과 사고가 주로 야간이나 밤에 발생할 확률이 높기 때문에 형사의 과중한 업무 스트레스와 피로는 경찰 복지차원에서도 간과해서는 안 된다. 또한 형사가 범인검거나 수사 업무 이외에도 실제로 많은 다른 업무를 담당하고 있으나 이에 대한 관심이나 연구가 부족하였다. 따라서 본 연구는 경찰관 특히 형사가 수행하는 업무량에 대해 4개 분야 8개 업무를 중심으로 업무소요시간을 추정하였고 그 결과는 다음과 같다. 첫째, 범죄인지를 위한 사전조사로 화재발생 조사의 경우 1건당 약 3.2명의 형사가 이를 조사 및 지원을 하며 지원 시 약 4시간의 시간이 소요되는 것으로 나타났다. 둘째, 범죄처리를 위한 부가적 업무로 영장실질심사 인도(170.9분), 피해자 신변보호(6시간), 입감피의자 병원진료 동행(125분), 벌금수배자 처리(70분)의 4개 업무에 대해 업무소요시간을 추정하였다. 셋째, 행정업무와 관련하여 문서수발은 약 90분, 그리고 피의자 입감처리는 약 78.8분을 업무소요시간으로 추정하였다. 넷째, 경찰서 업무지원과 관련된 경호ㆍ집회동원의 경우 경호지원은 약 3시간, 집회동원은 약 4시간을 추정하였다. 다만, 이러한 평균 업무량 소요시간은 경찰서와 지역관서 특성 및 실제 발생한 사건 등에 따라 경찰서 형사별로 업무량의 차이가 발생할 수 있다.
Abstract
The task of investigating crimes or arresting criminals is high-tension, and many events and accidents are most likely to occur at night or at night, the detective’s heavy work stress and fatigue should not be overlooked at the police welfare level. In addition, detectives are actually responsible for many other tasks besides criminal prosecution or investigation, but there has been a lack of interest or research on this. Therefore, this study estimated the consuming time required for the work performed by police officers, especially the detectives, based on 8 tasks in 4 fields, and the results are as follows: First, as a preliminary investigation for criminal perception, about 3.2 detectives per case were investigated and supported in the case of fire occurrence, and it took about 4 hours to support. Second, as an additional task for the handling of crimes, four tasks such as delivery of warrant real screening(170.9 minutes), protection of victims' personality(6 hours), accompanying hospital treatment for prison victims(125 minutes), and handling of wanted fines(70 minutes), the proper working time was estimated. Third, it was estimated that it took about 90 minutes for documents to be processed and about 78.8 minutes to handle suspects in relation to administrative work. Fourth, for escort and rally mobilization related to the police department's work support, it took about 3 hours for escort support and about 4 hours for rally mobilization. However, the average amount of work required may vary depending on the characteristics of the police stations, local government offices and actual incidents.
