경찰관의 인식이 가정폭력 사건 대응방식에 미치는 영향 연구:위험성 평가도구에 대한 태도의 매개효과 검증

본 연구는 경찰관 개인의 인식이 가정폭력 사건 대응방식에 영향을 미치는 데 있어 위험성 조사표에 대한 태도가 매개효과를 가지는지 검증하기 위해 수행되었다. 연구목적을 달성하기 위해 2019년 경찰청과 경기대학교가 공동수행한 정책연구용역에서 지역경찰 512명 대상으로 수집한 설문조사 응답자료를 활용하였다. 매개효과 검증을 위해 SPSS Process Macro를 활용해 부트스트래핑 분석을 실시한 결과, 경찰관의 인식적 요인들은 가정폭력 사건 대응방식에 직접적인 영향을 미치지 않는 것으로 나타났지만, 일부 인식적 요인들은 위험성 조사표에 대한 태도 변인을 매개로 하여 가정폭력 사건 대응방식에 간접적인 영향을 미치는 것을 확인할 수 있었다. 즉 경찰관이 폭력에 대해 비수용적이고, 가정폭력 사건을 덜 부담스러워하며, 유관기관과의 협업이 필요하다고 인식할수록, 위험성 조사표에 대한 긍정적 태도를 지니게 되고 이는 가정폭력 사건에서 현장종결 대신 공식적인 사건접수 방식을 선택할 가능성이 높다는 것을 예측하게 해준다. 한편 경찰관이 가정폭력 관련 교육을 받은 경험이 있는 경우도 마찬가지로 위험성 조사표에 대한 태도를 매개로 하여 가정폭력 사건 대응방식에 간접적인 영향을 미치는 것으로 나타났다. 종합하면, 경찰관이 가정폭력 사건에서 현장종결 방식을 줄이고 보다 적극적인 대응방식을 택하도록 하기 위해서는 경찰관 개개인의 인식 개선 노력도 중요하지만, 실제 현장에서 활용하는 위험성 평가도구와 같은 실무 정책에 대한 이해와 긍정적 태도를 높이려는 교육이 함께 병행되어야 한다는 점을 시사한다.
Abstract
This study aims to examine the effect of the domestic violence risk assessment tool between the individual perception of police officers and the response of domestic violence incidents. This study is meaningful in verifying whether the policy being pursued by the police is showing the expected effect For the research, the survey answers collected through the “2019 Research on the Risk Assessment Tool for Domestic Violence Survey”, which was jointly conducted by the National Police Agency and Kyonggi University are used for analysis. Bootstrapping analysis was conducted using SPSS Process Macro to verify the mediating effect. As a result of the analysis, the cognitive factors of the police officers, other than gender stereotype, have a significant effect on their attitude to the risk assessment tool. In the case of two-way assault, the police officer’s cognitive factors can not predict whether to report the incidents officially or not, but the significant factor predicting the police officers’ response of domestic violence incidents is the attitude toward the risk assessment tool From the results of the mediating effect verification, it is confirmed that among the cognitive factors of the independent police officers, the variables other than the gender role stereotypes have a significant effect on the way of responses to domestic violence incidents indirectly through the attitude toward the risk assessment tool. These results suggest that efforts to improve police officers’ individual perceptions will be needed to reduce passive responses in domestic violence incidents, but it may be more effective to encourage police officers to trust and utilize the risk assessment tool.
