부부폭력 사건에 대한 경찰관 인식에 관한 연구

한국사회에서 부부폭력은 가정폭력의 대표적 유형이자 가장 빈발하는 폭력유형이다. 2010년 여성가족부의 “전국 가정폭력 실태조사”에 따르면, 1년 간 기혼부부 2쌍 중 적어도 한 쌍은 부부폭력을 경험한 것으로 조사되었다. 이처럼 부부폭력 문제가 만연화되어 있음에도 불구하고 경찰관들의 대응태도는 소극적이라는 지적이 이어져 왔다. 이에 본 연구는 부부폭력 사건에 대한 경찰관들의 전반적인 인식태도를 조사함으로써 문제해결에 기여하고자 하였다. 경찰관 220명의 응답결과를 분석한 주요내용은 다음과 같다. 첫째, 부부폭력 사건을 처리하는 과정에서의 고려할 수 있는 요소 중에서는 피해의 심각성과 피해자의 처벌의지가가장 중요한 요인으로 꼽혔다. 둘째, 부부폭력 사건에 대한 경찰관의 인식으로는 “부부폭력은 처리과정이 복잡하다(82.3%)”거나 “다른 사건에 비해 다루기 어렵다(80.0%)”와 같은 부정적 인식이 많았다. 셋째, 가해자에 대한 정책으로는 처벌위주보다는 교정․치료 중심의 정책이 더욱 효과적일 것이라는 견해가 많았다. 넷째, 가정폭력 사건에 대한 효과적인 대응방안으로는 “경찰의 현장대응력 강화(39.5%)”를 지적한 응답자가 가장 많았다. 이상의 분석내용에 근거하여 경찰관들의 교육적 개선방안, 경찰들의 현장대응력 강화를 위한 보완대책 등을 제시하였다.
Abstract
Spousal abuse is one most representative types of domestic violence in Korean society that frequently occurs. According to the study “Research on the Actual Condition of Nationwide Domestic Violence” by Ministry of Gender Equality and Family in 2010, in one year span at least one couple of two experiences spousal abuse. In the light of further spreading spousal abuse problem police authorities were criticized for being passive and lacking in actions. The current study contributes to the main body of the knowledge by analyzing the overall interception behavior from the side of police officers on spousal abuse problem. After analyzing the answers of 220 police officers the following results were obtained. First, the most important factors to consider in the process of handling of spousal abuse case are seriousness of the damage and will of punishment of victim. Second, from the police officer perception spousal abuse cases are considered “complicated (82.3%)” or “difficult to handle compared to other cases (80%)”. Third, among the penal measures for assailant, the therapy-based ones were considered more effective than punishment. Fourth, the most frequent reply to the effective way of handling domestic violence was “enhance of current respond of the police officers at the site(39.5%)”. Based upon the analyses of the study, the improvements in training program for police officers and in the methods of police officers’ confrontation ability are proposed.
