Abstract

We have continued to walk the tightrope between a ‘infection control’ society and a ‘routine life-oriented policy’ amid the coronavirus pandemic. In an uncertain environment, social efforts and consensus are needed for a sustainable quarantine policy. Above all, it has been constantly argued that it is necessary to establish a regional-centered quarantine system based on 'civilian voluntary participation and solidarity' rather than a state-centered quarantine policy. Previous studies have verified the relationship between COVID-19 quarantine performance and social capital through the cross-national perspective. It is necessary to examine the voluntary participation of citizens in the government's quarantine policy, centering on the regional level. This is because, according to the various circumstances and conditions of each region, the local governments’ react is different in the quarantine guidelines designed by the central government, and the perception and attitude of local residents toward quarantine measures may also differ depending on the socioeconomic factors of the region. Therefore, this study explores the relationship between local social capital and citizens' compliance with quarantine rules based on date from cities, counties, and districts(total of 226). Although the variable, fear of infection, was controlled, it was confirmed that the relationship between local social capital and local residents' adherence to quarantine rules was statistically significant. We found that the main concepts of social capital, such as 'social network' and 'trust' between community members, play an important role in increasing citizens' voluntary participation in quarantine. Including physical infrastructure, we need to construct social infrastructure that can strengthen the solidarity and bonds of the community for disaster preparedness.
