Abstract

This study examines the current standards for the appointment and deployment of security Instructor under the Security Services Industry Act in Korea. According to existing regulations, security Instructor must be appointed separately for each jurisdictional city or provincial police agency, and one security Instructor is permitted to oversee up to 200 security guards. These standards have remained unchanged for over 30 years, raising concerns regarding fairness among Instructors and potential violations of their freedom to engage in professional activities. Moreover, the allowance of multiple appointments through the use of part-time (non-exclusive) security Instructors has led to lax management practices, including the renting or lending of licenses, thereby undermining the integrity of the security Instructor system itself. In light of these challenges, this study proposes revising the current regulations to better reflect contemporary realities—such as lifting regional restrictions and reducing the maximum number of guards per Instructor. These reforms aim to facilitate the more active and effective utilization of security Instructors, ultimately contributing to the professional development of security guards and the sound operation of the private security industry as a whole.
