이 연구는 현재 수사경찰이 마주하고 있는 매우 막중한 역할에 대한 기대에 대비하여, 업무의 원활한 수행을 위한 인력, 예산, 권한이 부족하다는 문제의식에서 출발하였다. 이에 위와 같은 문제의 해결을 위해 민주사회에서는 필수적으로 시민들의 지지가 필요한 바, 시민들의 지지를 확보하기 위한 방안을 탐구하기 위해 기존에 꾸준히 연구되어 온 경찰 정당성(Police Legitimacy)이론을 활용하여 분석을 수행하였다. 그 결과, 기존의 선행연구와 같이 절차적 정의, 사회적 정체성과 정당성을 중심으로 하는 연구모형의 유효성이 확인되었으나, 현재 경찰이 일반사회와의 정체성에 대해 있어서의 유리가 발견되었다. 이에 본 연구에서는 기존에 논의된 절차적 정의에 더해 상당수의 경로에서 일관적인 방향으로 유의미한 값을 보인 ‘효과성’을 중심으로한 수사경찰의 역량의 집결을 그 결론으로 제시하였다.
Abstract
This study started from the problem of the lack of manpower, budget and authority for the performance of investigative police duties against the expectations of the very heavy role that they currently face. In order to solve the above-mentioned problems, since the support of the citizens is essential in a democratic society, we conducted an analysis using the theory of police legitimacy, which has been consistently studied in the past, to explore the ways to secure the support of the citizens. The results confirmed the validity of the research model centred on procedural justice, social identity and legitimacy, as in previous studies, but found a gap in the target society between two types of social identity, namely identification with the police and identification with society. In addition to the procedural justice dimensions discussed in the literature, this study concludes with a cluster of investigative police capabilities, including 'effectiveness', which was significant in a consistent direction across a number of pathways.
