지방자치제의 실시와 분권화가 가속화됨에 따라, 이제 지방자치단체는 중앙이 결정한 정책을 단순히 집행하는 지위뿐만 아니라 동시에 자치단체 독자적으로 다양한 정책을 결정해야 하는 이중적 지위에 서게 되었다. 지방자치단체의 정책결정에는 당해 자치단체구역 내에서 이루어지는 “단독정책결정(Independence Policy Making)” 과 , 여타 다른 자치단체나 중앙과 협력하여 결정을 해야 하는 “공동정책결정(Jointed Policy Making)”이 있다. 본 논문에서는 “단독정책결정”을 중심으로 지방의회와 집행기관이 정책결정과정에서 수행하는 역할이 어떠한 역학관계 속에서 각각 어떠한 역할을 주로 수행하는지를 비교분석해보고자 한다. 그리고 지방의회와 집행기관이 정책결정에 있어서, 지역적 범위나 정책이념, 시간적 비전, 정책결정에서의 주된 관심영역 등에 어떠한 차이가 있는지 비교해 보는데 연구의 의의가 있다.
Abstract
Our politico-administrative system changed and accelerated from centralization to local autonomy & decentralization. Accordingly, local government must have two standings, that is to say, to implement public policies delegated from the central governments and to make public policies their own. Two types of policy making of local governments are independence policy making & jointed policy making. Independence policy making means made within the area of their own local government, therefore the policies influence the inside of their own local government. Jointed policy making means made with other local governments or central governments, because of the policies are connected with one another, so the policies influence other governments mutually. This thesis now compare and analyze the roles of the local council & the executive organ in policy making process, focused on independence policy making. Also this thesis compares the differences ⅰ) the regional area & policy ideologies ⅱ) time-oriented visions ⅲ) major concerns, between the local council and the executive organ in policy making process.
