지방상수도를 대상으로한 평가제도의 비교 분석과 발전방안 : 행안부 평가와 환경부 평가에 대한 메타평가를 중심으로

이 연구는 상수도를 대상으로 진행 중인 환경부의 수도사업 운영 및 관리실태 평가와 행안부의 지방공기업 경영평가제도를 메타평가 하여 개선점을 제시하였다. 메타평가는 목적, 평가 투입, 평가 과정, 평가 활용의 적절성 측면에서 분석하였다. 분석 결과 각각의 제도는 장·단점을 갖으며, 두 평가의 동질성이 매우 높은 것으로 나타났다. 평가피로도에 따른 평가수용 저하현상을 감소시키기 위하여 행안부와 환경부가 협의하여 하나의 평가체계로 통합하는 것이 가장 바람직하다는 의견을 제시하였다. 다만, 현실적으로 통합이 어려울 시 평가의 순기능 증진을 위한 대안 7가지를 제안하였다. 첫째, 평가대상의 특성에 기반해 행안부 평가는 환경부 평가와 같이 유형을 구분하여 평가하고, 둘째, 환경부 평가는 경영시스템을 평가할 수 있는 지표를 구축해야 하며, 셋째, 두 평가 모두 정성지표는 현 수준과 개선점을 종합 측정할 수 있게 변경해야 한다. 넷째, 환경부 평가의 정량평가 지표 측정 방식의 보완이 필요하며, 다섯째, 두 평가 모두 평가단 구성시 중앙과 지방이 분담하는 방안이 필요하며, 여섯째, 환경부 평가의 경우 참여적 지표체계 구축과 이의신청 제도의 도입이 필요하며, 일곱째, 환경부 평가의 경우 인센티브와 벌칙적용의 기준 명확화가 필요하다는 발전방안을 제시하였다.
Abstract
This study suggests improvements for operations and management evaluation for water supply service of the Ministry of Environment for water supply facilities and based on meta for evaluation the management evaluation system for local public corporations of the Ministry of Public Administration and Security. The meta evaluation is analyzed aspect of Purpose, Evaluation input, Evaluation process, Appropriateness of Evaluation utilization. The result of each system show that has advantages and disadvantages, also the two evaluation systems have a very high homogeneity. The Ministry of Public Administration and Security and the Ministry of Environment propose an opinion that the most desirable way is incorporated into the one Evaluation system integration to reduce the Degradation phenomena of the acceptability degree of evaluation based on Evaluation according to degree of fatigue. But, if the integration is impossible in reality, here is in seven different alternatives to promote the positive functions. First, the assessment of the Ministry of Public Administration and Security is separated with the assessment of the Ministry of Environment based on the characteristics of the target, Second, the assessment of the Ministry of Environment build a management system that can be evaluated, Third, all of the qualitative indicators of the assessments should be able to change the prefecture-level summary can be measured and improvements. Fourth, the quantitative indicators of the Ministry of Environment evaluation is needed to redeem for measuring way, Fifth, all of the assessments should be shared by the central and local governments, Sixth, in case of the Ministry of Environment assessment, should be build a participatory indicator system and objection system, Seventh, a clarification of standard for incentives and penalties apply should be needed as a development way.
