지역사회 노인 정신보건서비스 전달체계 연구 : 이천시 협력사례를 중심으로

본 연구의 목적은 이천시 협력사례를 통해 효과적인 휴먼서비스 전달체계의 방향을 모색하는 것이다. 분석결과, 이천시 정신건강증진센터는 각종 협의체(지역사회복지협의체, 경로당활성화지원협의체 등)를 통한 공동체의식 공유와인식개선 및 협업 활동을 주도하는 네트워크 관리자의 역할을 담당한 것으로 나타났다. 이러한 협력메커니즘의 구축으로 이천시 정신건강증진센터는 부족한 자원을 지역사회의 자원으로 보완할 수 있었고, 다른 지자체보다 나은 협력을도출할 수 있었다. 따라서 지역사회 정신건강증진센터 서비스 전달체계의 효율성을 제고하기 위해서는 민관파트너십에 기반한 전달체계를 구성하고, 지역사회 파트너십 및 협력네트워크 등에 대한 홍보와 교육을 통해 지역사회 역량을강화할 필요가 있다. 또한 지역사회 정신건강증진센터가 공공영역과 민간부분을 연계할 수 있는 협력네트워크의 중추적 역할을 담당할 수 있도록 유관기관의 협조가 요구된다.
Abstract
The purpose of this study is to search for a effective human service delivery system through thecase of Icheon city. This study found that (i) working with various consultative group, Icheon MentalHealth Promotion Center played the role of network manager in improving understanding and cooperation activities, as well as in sharing of community sense. (ii) Thanks to the collaborationmechanism, resource scarcity of Icheon Mental Health Promotion Center could be complemented by community resources, and consequently better collaboration was possible in Icheon than in otherlocal governments. Therefore, in order to improve the efficiency of mental health service delivery system, Community Mental Health Promotion Center needs to construct a service delivery systembased on private-public-partnership, and to strengthen the capability of community via education and public relations. Also, in order for Community Mental Health Promotion Center to play a pivotalrole in linking the public sector with the private sector in collaborative network, close cooperationamong related organizations is needed.
