사회적 비용을 고려한 자연재해로부터 커뮤니티회복탄력성 개념의 재정립

초록

연구의 목적은 자연재해로부터의 회복탄력성 개념 재정립과 사회적 비용관점에서의 정량화 방안개념의 기본적 틀을 제시하는 것이다. 연구의 공간적 범위는 수도권일대이며 연구방법으로는 문헌고찰과 통계분석, 그리고 GIS의 공간분석기법 통해 진행하였다. 주요 연구결과를 정리하면 다음과 같다. 첫째, 자연재해로부터의 회복탄력성이란 “자연재해 발생 시 지역사회의 시스템 성능을 정상적 상황에서의 시스템 성능수준으로부터 크게 떨어뜨리지 않음과 동시에 정상적 상황에서의 시스템 성능수준으로 신속히 회복할 수 있는 지역사회 시스템 능력”으로 재정립 할 수 있다. 둘째,자연재해로부터의 회복탄력성이 갖는 주요 속성으로 크게 두 가지를 언급할 수 있다. (1) 지역사회를 구성하는 물리적자본, 사회적 자본, 경제적 자본, 인적 자본들의 유기적 시스템화, (2) 자연재해 발생 시 지역사회 시스템 성능의 수준 유지를 위한 대체재(substitute) 확보라 할 수 있다. 셋째, 회복탄력성의 정량화는 회복탄력성 비용 개념으로 가능하며,이는 시스템 영향과 총복구노력의 합으로 표현될 수 있다. 넷째, 서울시 서초구, 경기도 동두천시는 회복탄력성 비용측면에서 보면 자연재해로 인한 사회적 비용이 큰 지역으로 볼 수 있다. 다섯 번째, 경기도 여주시와 경기도 동북부지역은 회복탄력성 비용에서 보면 유사한 상관성을 보이는 것으로 이해할 수 있다. 본 연구는 회복탄력성 개념의 발전가능성을 보여주는데 그 의의가 있다.

Abstract

The purpose of this study is to revisit the disaster resilience concept and to propose its quantificationmethod frame conceptually from the social cost perspective. The employed methods are literature review and exploratory spatial data analysis including local indicator of spatial associationmethod for the Seoul metropolitan area, South Korea. The findings are as follows; First, community disaster resilience can be defined the community’s system capacity to minimize both the magnitudeand duration of community system impacts after natural disasters from the perspective of community’starget system performance. Second, the critical elements for the disaster resilient communityare (1) the systematic interconnection between capitals found in communities, (2) the substitutesystem to ensure the normal level of community system performance. Third, community disasterresilience can be represented through a resilience cost based on the social cost perspective. Fourth high social costs are found in Seocho-gu, Seoul and Dongducheon-si, Gyeonggi. Fifth, Yeoju-si andthe north parts of Gyeonggi-do have the homeogenous spatial relation from the resilience cost. This paper is worthy enough to present the potential of the resilience cost concept.
