재난피해지역 공동체 회복 프로그램 성과분석 및 정책적 시사점 : 4.16 세월호 참사이후 안산시 사례

본 연구는 세월호 참사이후 6년의 시간동안 상처와 아픔을 회복하기 위하여 추진된 안산시 공동체 회복 프로그램을평가하여 정책적 시사점을 도출하고자 했다. 이를 위해 공동체 회복력(Community Resilience) 증진의 개념을 정립하고, 세월호 집중피해지역 공동체 회복 가치와 의미를 파악하고자 했다. 선행연구 분석 및 인터뷰 조사를 통해 계층화 분석(AHP)을 수행하였고, 재난피해 지역 공동체 회복 성과평가 요소를 도출하였다. 그리고 지속자립 기반마련, 이해와 포용성 증진, 지역사회 갈등회복, 사회적 가치창출, 대외적 성과공유 등 5가지 요소를 기준으로 지역사회 구성원 인식조사를수행하여, 참여 동기 및 공동체 회복활동의 적합성을 분석했다. 이를 통해 사회통합, 일자리창출, 사회적 가치 확산 활동들이 재난피해지역 공동체 회복에 미치는 영향과 대내외적 확산 가능성을 평가했고, 주민들 상호간의 교류협력, 지역문제 해결을 위한 자발적 주민참여활동, 유연하고 다양한 공동체조직과 주민협의체, 사회적 약자에 대한 포용과 연대 등이 재난피해지역 공동체 회복을 만들어가는 중요한 의미를 가진다고 분석하였다. 이러한 성과는 재난이후 주민, 활동가, 각 기관 단체들이 피해자와 지역사회를 위한 헌신을 통해 이루어졌다. 피해지역 당사자로, 이웃으로 함께 하며 피해자를 돕고, 지역사회 안정화를 위해 노력했던 조직 덕분에 재난피해지역 공동체 회복의 의미가 확산되었다고 판단된다. 공공의 영역부터 민간의 영역까지 그 범위가 다양하였고, 혼란한 상황 속에서도 각기 필요한 분야를 고민하며 자연적이고 자생적인 움직임으로 이루어진 것이다. 최근 포항 대지진, 강원도고성 산불, 코로나19 등 사회적 문제가 대두되면서 이제는 재난과 일상에서 공존해야하는 시대에 우리는 살고 있다. 따라서 이러한 상황에서는 지역이 처한 현실과 여건을 고려하여 지역맞춤형 재난극복 방안을 마련하는 것이 중요해졌다. 본연구에서 분석된 활동이 세월호 참사로 인한 안산시만의 특수한 활동이라고 규정하지 말고, 위험사회를 살아가고 있는이 시대에 공동체를 기반으로 혁신적 변화를 만들어 가는 경험으로 활용 될 수 있기를 바란다.
Abstract
This study assessed the fruits of the efforts made thus far by Ansan to overcome the pain and suffering from the Sewol ferry tragedy through the formation of social capital, and found that this has helped the community recover from disaster. The case of Ansan showed that, immediately after the disaster, citizens, activists, institutions, and organizations carried out various activities for the victims and the community. This brings new change and innovation through social capital in this risk-society era. The activities eliciting participation, networking, and trust among members of the society within social relations set a new direction for the recovery of everyday life after the Sewol ferry tragedy. Ansan made efforts to build a new city beyond the disaster at the community level, carrying out activities for mutual cooperation with governments of other disaster areas in Korea and overseas. These practical activities pursued by Ansan have a significant meaning in this risksociety era. They were there with support as the ones involved. In this process, there are also many new institutions and organizations to help the victims and stabilize the community, ranging widely through the public and the private sector. Ansan sought to relieve the community’s depressed atmosphere and build a hopeful, future-oriented city by reinforcing urban competitiveness after the disaster. The residents carried out activities for promoting social inclusion based on social capital, and produced internal and external results in cooperation with the community.
