재난극복을 위한 연대활동 경험 연구: 사회복지네트워크 우리함께 활동을 중심으로

본 연구는 재난 대응과정에서의 연대활동 경험을 알아봄으로써 향후 지역에서 재난극복을 위한 바람직한 연대활동 조직체계 구성 방향을 제시하기 위해 수행되었다. 이를 위해 안산지역에서 활동했던 사회복지네트워크 조직인 우리함께 활동을 중심으로 함께 연대활동을 참여하였던 지역 활동가를 면담하였고 그 내용은 3개의 범주, 7개의 하위범주, 21개의 개념으로 정리되어 분석되었다. 이를 중심으로 재난극복을 위한 사회복지 연대활동을 위한 결론과 논의를 제시하면 다음과 같다. 첫째, 기존 연대활동 경험이 있어야 재난 발생 시 신속한 연대활동을 가능하게 한다. 둘째, 사회복지 조직들의 적극적인 연대활동은 재난 상황에서 전문성을 발휘하고 유연한 대처를 가능하게 한다. 셋째, 사회복지 조직들의 네트워크의 활동은 기존 재난 대응에서 관심을 기울이지 않았던 즉각적인 지원의 필요성을 알려주고 공동체 회복을 위한 자생력 회복에 도움을 주었다. 마지막으로 향후 재난극복을 위한 연대활동은 진상규명과 공동체 회복의 방향성을 가져야 하며 공공중심의 컨트롤타워가 만들어져야 한다. 본 연구는 재난발생 시 사회복지 연대활동의 필요성을 알려주고 향후 지역 연대활동의 방향성을 제시해주었다는 데 그 의의가 있다.
Abstract
This research was realized to present a desirable solidarity organization system configuration direction for disaster recovery by identifying solidarity experience in coping with the disaster. To do so, we interviewed a community animator who joined in the solidarity together with a social welfare network organization(Woori-together)’s activity who actuated in Ansan, and analyzed its contents resuming it in 3 categories, 7 subcategories and 21 concepts. Upon it, we can present the following conclusion and discussion for the social welfare network to overcome disaster. First, the previous solidarity experience allows a quick solidarity in case of disaster. Second, social welfare organization’s active solidarity shows the professionalism in disaster, and enables a flexible measure. Third, the social welfare organization’s activity informed the need of immediate support that has not been given in the previous disaster reaction, and helped to recover the autonomy of community. Finally, the solidarity to overcome the future disaster has to have the direction of truth ascertainment and community recovery, and create the public control tower. This research has its meaning in that informed the need of social welfare solidarity in case of disaster, and presented a future direction of local solidarity.
