본 연구는 청각장애인의 실업탈출에 가장 전향적인 영향을 미칠 수 있는 요인으로서 개인적 특성, 인적자본 특성, 직업적 특성관련 요인을 중심으로, 청각장애 실업자는 실업기간의 변화에 따라 실업탈출 가능성이 어떻게 나타나며, 또한 그 변화의 차이를 결정하는 중요 요인은 무엇인지를 종단적으로 규명하였다. 또한 이를 바탕으로 청각장애인의 실업탈출 활성화를 위한 직업재활적 개입방안을 모색하는데 그 연구목적이 있다. 본 연구를 위해 장애인고용패널 2차웨이브 1차(2016)~4차조사(2019)의 데이터를 활용하였으며, 본 연구와 직접적으로 관련이 있는 171부를 분석에 사용하였다. 자료처리는 빈도와 백분율, 집단간의 차이는 교차분석(χ2 test), 생명표법 분석(Life Table Method)과 콕스회귀분석(Cox Regression Analysis)을 통해 연구문제를 분석하였다. 본 연구에서 밝혀진 주요 결과로는, 첫째, 실업기간에 따른 실업탈출 가능성의 변화를 생명표법 분석을 실시한 결과, 최장 실업기간인 4년(48개월)까지 실업상태로 남아 있는 실업자들의 비율은 전체 78.54%이며, 같은 기간까지 노동시장에 진입한 비율은 21.46%에 불과한 것으로 나타났다. 전반적으로 실업유지율은 매우 높게 나타났고, 실업탈출확률은1년차에 최고점을 보인 후에는 점차적으로 감소 추이를 보이는 것으로 나타났다. 둘째, 콕스회귀분석(Cox Regression Analysis)을 통해 분석한 결과, ① 개인적 특성 변인 중, 주관적 건강상태가 좋을수록, ② 인적자본 특성 변인 중, 교육수준은 오히려 낮을수록(특이한 결과), ③ 직업적 특성 변인 중, 구직활동경험 및 직장 근로경험이 있을수록 실업탈출 가능성이 높아지는 것으로 나타났다. 이러한 연구결과와 함의를 근거로 하여 청각장애인의 실업탈출을 활성화시킬 수 있는 직업재활적 측면에서의 개입방안을 제언하였다.
Abstract
This study was conducted with a focus on factors that have the most positive influence on the unemployment hazard rate of the hearing-impaired such as personal characteristics, human capital traits, and occupational characteristic-related factors to longitudinally establish how unemployment hazard rates of the unemployed and hearing-impaired appear according to unemployment periods along with important factors that determine differences in such changes. Also, its research purpose is to search for vocational rehabilitation intervention plans for the unemployment hazard rate vitalization of the hearing-impaired based on this. For this study, data from the 1st(2016) to 4th(2019) surveys of the 2nd wave of the disabled employment panel was used and 171 surveys directly related to this study were used in analysis. With data treatment, research problems were verified through frequency, percentage, and differences among groups using cross analysis (χ2 test), the life table method, and cox regression analysis. Major results revealed in this study were first, that analysis conducted through the life table method of changes in unemployment hazard rates according to unemployment periods showed that the total percentage of the unemployed still left in an unemployed state after 4 years(48 months), which is the longest period of unemployment, was 78.54% and the percentage of those who entered the labor market within the same period was only 21.46%. Generally, the unemployment rate was extremely high and unemployment hazard rates reached the highest peak at 1 year and then showed a gradual decrease. Second, analysis conducted using cox regression analysis showed that unemployment hazard rates increased with ① better subjective health conditions among personal characteristic variables, ② lower educational levels among human capital traits(unusual results), and with ③ more job search experience and occupational job experience among occupational characteristic variables. Based on these research results and implications, intervention plans were presented from aspects of vocational rehabilitation that can promote unemployment hazard rates.
