외국인직접투자는 투자유치국 경제에 긍정적 영향을 미치는 것으로 평가되고 있으며 이에 따라 국가 간 유치 경쟁이 치열하다. 외국인직접투자를 효율적으로 유치하기 위해서는 투자의 증감요인을 적시에 파악하는 것이 중요하다. 본 논문은 동태적 변이-할당분석(dynamic shift-share analysis)을 이용하여 2003-2011년 중 우리나라로 유입된 외국인 직접투자를 세계성장효과, 산업구성효과, 경쟁력효과 등의 3개 요인으로 분해하여 파악한다. 또한 동태적 변이-할당분석 결과를 일반적인 변이-할당분석 결과와 비교한다. 2003-2011년 기간 중 우리나라 외국인직접투자의 증가세는 세계추세보다 낮은 수준이었으며, 그 결과 산업구성효과와 경쟁력효과는 전체적으로 부(-)의 효과를 기록한 것으로 나타났다. 산업별로는 섬유직물의류, 전기전자, 운송용기계, 비즈니스서비스 등의 산업이 양(+)의 경쟁력 효과를 나타냈다. 분석기간을 2003-2007년 및 2008-2011년의 2개 기간으로 구분하여 동태적 변이-할당분석을 실시한 결과, 2008-2011년 기간에는 제조업 세부업종의 대부분이 양의 경쟁력 효과를 나타내었다. 이는 이 기간 중 우리나라의 외국인직접투자 유치환경이 전반적으로 개선되었음을 반영한 것으로 해석할 수 있을 것이다. 향후 중앙정부 및 지방정부의 외국인직접투자 유치정책은 경쟁력을 지닌 산업에집중함으로써 정책의 효과를 제고할 수 있을 것으로 기대된다.
Abstract
Applying the dynamic shift-share analysis, this paper decomposes foreign direct investment (FDI) inflow into Korea during 2003-2011 into three components: world growth effect, industry-mix effect and competitive effect. The paper finds that Korea has been lagging behind the world in absorbing inward FDI, thereby recording negative aggregate industry-mix effects and negative aggregate competitive effects as well. However, the following industries have recorded positive competitive effect: textiles, electrical and electronic equipment, motor vehicles and other transport equipment, and business services. Moreover, positive competitive effects have been recorded for most manufacturing industries in the sub-period of 2008-2011, indicating improvement in conditions to host FDIs. Targeting approach for these industries by central and local governments are called for so as to encourage inward FDIs in these industries.
