Abstract

This study discusses the institutional agenda of the Yongjin Local Food Farmers Market in Wanju-Gun, Chollabuk-Do. It proposes those problems which are based on the meaning and characteristics of the farmersmarket, and approaches to those collective action problems which are based on local communities. This studyparticularly deals with the development process of this farmers market, the collective action process of the localcommunity by the affirmative leadership of local agricultural cooperative and the actual management andrules of this farmers market. This case study discusses the premise that the cooperative governance of localcommunity, local cooperative and local government can be a critical institutional arrangement for the increaseof agricultural income. Whereas the short-distance delivery and severe quality management of fresh agricultural products are regardedas the important success factors, the institutional factors of success can be found from the commonsinstitution. Under this institution, the collective action of the local community should be arranged for the localfood farmers market to be maintained and managed as the commons of the community. For the success of thelocal food farmers market, in other words, the institutional factor of the farmers market as the commons is soimportant as the physical factors such as agricultural freshness and direct sales. The role of a local cooperativein the local food farmers market is to help local communities solve such problems. First of all, such roles asthe provision of the information and knowledge on local communities and education activities are importantfor the initiation of the local food farmers market and resident participation. It is also a very critical role toinstitutionalize the durable and stable collective action capacity by supporting the formation of local communitiesin order that local farmers can take collective action as a member of the local community as well as anindividual farmer. And, the role of making local communities to pursue economic interest through providingenvironment-friendly local food by making arrangement for bridging fund-raising and business consulting tothe local food farmers market. Judging from the political, economic and administrative meanings of this local food farmers market, thecooperative governance of Wanju-Gun Office, Yongjin Local Cooperative and the local community is regardedas positive from these three perspectives. This judgment is based on those following facts that the local farmershave correct information and understanding on the local food farmers market, that financial support and businessadvice were provided in a rational way on the basis of the collaboration of Wanju-Gun Office and YongjinLocal Cooperative, that the Local Cooperative has clear leadership on the sustainable development of the localcommunity, and that the cooperative governance is made on the basis of the understanding of the local foodfarmers market as the commons.
