공공서비스가 순수 공공재가 아닌 주거공동체의 공유재로서 공급되는 상황에서는 정부의 명령과 통제나 민영화 방식에 의해서만 공급되는 것보다는 공동체 주도의 민관협력을 기반으로 하는 공공서비스의 공급 패러다임이 더욱 바람직할 수 있다는 것이 본 연구의 주제이다. 공동체는 공공서비스 공급의 효과가 공동체 내로 내재화되는 공공서비스를공급받고자 하는 유인에서 정부와 협력하는 것이다. 이러한 유인은 정부 및 공동체의 이해관계와 직접적으로 관련되어 있기 때문에 민관협력의 초점은 주로 공공서비스의 공급에 관한 기본적인 결정과 행정업무에 주어지게 된다. 공동체에 공공서비스를 공급하기 위한 방식으로서 정부의 일방적인 공급이나 민간위탁만이 유일한 대안이 아니라면, 공유재로서의 공공서비스의 공급을 위한 정부와 공동체의 민관협력은 이에 대한 또 다른 대안으로서 고려될 수 있을 것이다. 이러한 상황에서는 공동체 주민들이 그들의 이해관계가 공유되어 있는 공유재 문제의 해결을 위해 하나의 공동체로 조직화됨으로써 공공서비스라는 공유재에 대한 공급과 유지·관리의 책임을 갖게 되며, 아울러 적절한 제도적 장치를 마련하여 이러한 활동들과 관련한 집합적 행동을 효과적으로 수행할 것이 기대된다.
Abstract
The main theme of this study is that the paradigm of public service provision on the basis of the community initiative public-private collaboration may be more desirable than either governmental command and control or privatization in the situation which public services are provided as the common goods of a community rather than pure public goods. Communities make collaborative efforts with government in order to get the provision effects of those public services to be internalized within their communities. Such an incentive is so closely interrelated with the interests of government and communities that the focus of the collaboration is put on the fundamental decisions on provision and its administrative works. Unless either the government’s one-way provision or the provision contract with private agents is the only alternative for public services to be provided to communities, the public-private collaboration between government and communities may deserve to be reviewed as another alternative for the provision of public services as common goods. It can be expected, in these situations, that the residents as organized as a community for solving the commons problems with common interests will be able to take responsibility of the maintenance and management as well as provision of those public services, and effectively take collective actions based on the relevant institutional arrangements.
