지역문제해결의 시민참여와 민관협치 조직의 활성화 연구

초록

본 연구는 지역사회의 문제해결에 시민참여 중심의 민관협치 조직을 활성화하는 방안을 모색한다. 오늘날 지역사회의 문제해결에 대한 시민의 참여에 ‘능동적 참여’가 요구되고 있다. 지역의 사회문제가 공공성을 회복하고, 바람직한 방향으로 해결되기 위해서는 정부와 시민의 협력적 거버넌스 구축이 필요하다. 민관협치가 활성화되면 사회문제해결의 공공성을 확보함과 동시에 비영리, 시민단체의 성장을 지원할 수 있게 되어 능동적 시민참여로 연결될 수 있다. 구체적인 개선방향을 정리하면 다음과 같다. 중간조직의 독립성과 지속가능성을 강화하여야 하며, 주민참여 플랫폼과 사회경제적 조직의 연계가 필요하다. 그리고 공공사업의 민간위탁에서 민간협약체의 활용이 필요하다. 민관협치는 시민의 참여기회나 숙의적 의사결정 그 자체에 가치가 있으므로 공무원은 효율적인 문제해결방식에 초점을 두기보다 이런 과정적 차치를 인식하여야 한다. 민간과 공공의 관계가 수직적인 관계로 구축되지 않기 위해서는 참여자들의 수평적 협력관계 기반 구축, 상호신뢰 회복, 민관협치 과정의 중요성에 대한 가치 공유 등을 통해 공동가치의 창출이 필요하다.

Abstract

This study seeks to revitalize public-private cooperation organizations centered on civic participation in solving problems in the local community. Today, 'active participation' is required for citizens' participation in solving problems in the region. In order for local social problems to restore publicity and be solved in a desirable direction, it is necessary to establish cooperative governance between the government and citizens. If public-private cooperation is activated, it can secure the publicity of solving social problems and support the growth of non-profit and civic groups, which can lead to active citizen participation. The specific improvement directions are summarized as follows. The independence and sustainability of the intermediate organization should be strengthened, and it is necessary to link the resident participation platform with the socioeconomic organization. In addition, it is necessary to use private agreements in the private consignment of public projects. Public-private cooperation is valuable for citizens' opportunities to participate or deliberate decision-making itself, so public officials should recognize these process differences rather than focusing on efficient problem-solving methods. In order for private-public relations to not be established as a vertical relationship, it is necessary to create common values by establishing a horizontal cooperative relationship foundation, restoring mutual trust, and sharing values on the importance of the public-private cooperation process.
