초록

시민공동체의 집단적 서비스에 관하여는 공급과 생산을 구분함으로써 좀 더 분석적으로 연구할 수 있다. 공급은 서비스의 필요성과 그 수준 및 이에 수반되 는 재정적인 문제 등에 관한 집단적 결정이며, 생산은 서비스에 관한 좀 더 기술적인 문제로서 서비스의 제작과 전달로 정의된다. 공급과 생산의 주체가 민간이냐 공공이냐에 따라서 다양한 공급-생산 유형이 가능한데, 그 중에서 시민공동체가 기본적인 공급결정을 하며 생산은 좀 더 전문적인 공공주체에 위탁하는 방식이 본 연구의 주제이다. 이 방식은 시민공동체의 자치적 기능과 서비스의 전문성이 동시에 유지될 수 있다는 점에 의의가 있다. 본 연구는 아파트공동체의 입주자대표 선거에 관한 선거관리위원회의 위탁관리를 적절한 사례로서 분석하였다. 이러한 집단적 서비스의 공급-생산 유형에 관한 연구는 향후 정부 기능의 시민 중심적 재편에 있어서 중요한 기초가 될 수 있을 것이다.

Abstract

The collective services in civic communities can be studied analytically by differentiating provision and production. Provision is collective decision on whether to provide a service or not, how much and often to provide it and how much money to spend to provide it. Production, a more technical problem, is defined as service making and delivering. Depending upon who provides and produces, a private collectivity or a public body, a variety of provision-production types are available. The type of private provisionpublic production among them, in which provision is decided by civic communities and production is contracted to more professional public organizations, is the theme of this study. Such a type is significant in that civic self-governance and service specialty can be maintained together. One of the good examples is the entrusted election management by local election commissions in apartment communities. The more studies on this provision-production type of collective services are expected to be helpful to the civic-centered reengineering of governmental functions in the future.
