본 연구는 12개 OECD 주요 회원국들에서 각기 운용하고 있는 기여 장애급여 및 비기여 장애급여의 수급 자격 심사로서 근로능력평가 유형화를 시도한 국제 비교 연구로서 연구의 주요 결과는 다음과 같다. 국가간 유형화를 위한 분석틀로서, 본 연구에서는 ‘평가의 포괄성’과 ‘평가의 이용자 참여성’을 비교 기준으로 설정하였다. 우선, 평가의 포괄성은 평가인력의 구성, 최종 평가자 유형, 평가 요소, 평가 방법 등 네 가지 하위 지표로 이루어지며, 이어서 평가의 이용자 참여성은 자기 평가 여부, 이용자 면담 여부, 이의 신청 가능 여부, 판정위원회 참여 여부 등네 가지 하위지표로 구성된다. 분석 결과, 5가지 유형이 도출되었는데, 가장 이상적인 유형이라고 할 수 있는 ‘높은 포괄성과 높은 이용자 참여성’ 유형에는 유일하게 프랑스(비기여 급여)가 꼽혔으며, 분석 대상 국가 중 가장 많은 사례가 해당되는 유형은 ‘높은 포괄성과 중간 이용자 참여성’ 유형으로 덴마크, 노르웨이, 스웨덴, 독일, 네덜란드, 미국 등 총 6개국이 이 유형에 포함되었다. 그리고 ‘중간 포괄성과 중간 이용자 참여성’ 유형에는 핀란드, 호주가 포함되었으며, ‘중간포괄성과 낮은 이용자 참여성’ 유형에는 스페인, 프랑스(기여 급여), 마지막으로 ‘낮은 포괄성과 중간 이용자 참여성’ 유형에는 아일랜드, 영국이 포함되었다. 이러한 국제 비교 결과를 토대로 한국형 근로능력평가 모형을 구축하기 위해서는 첫째, 국제적 경향에 비추어 장애연금과 장애인연금 등 소득보전급여의 수급 요건으로 직업적 장애 개념을 도입하며 둘째, 앞서의 국가간 유형화 분석에서 가장 이상적인 모델로 평가할 수 있는 ‘높은 포괄성과 높은 이용자 참여성’ 유형을 지향하되, 장애급여 사각지대 해소를 위해 의학적 손상, 기능적 근로능력 및 상황적 요인을 아우르는 포괄적 평가를 우선 실시하는 것이 바람직할 것이다.
Abstract
This study is an international comparative study which tried to classify work capacity assessment as qualification examination of contributory disability benefit and non-contributory disability benefit operated by 12 major OECD countries. As an analytical framework for cross-country classification, this study set the criteria of ‘comprehensiveness of assessment’ and ‘user participation in assessment’ as a comparison criterion. First, the comprehensiveness of assessment consists of four sub-indexes: composition of assessor, final assessor type, assessment factor, and assessment method, followed by user participation in assessment, self-assessment, user interview, availability of appeal, and judging committee. As a result of the analysis, five types were identified, and France (non-contributory benefit) was the only type of ‘high comprehensiveness and high user participation’, which is the most ideal type. And the most cases was the type of ‘high comprehensiveness and middle user participation’, which includes six countries including Denmark, Norway, Sweden, Germany, the Netherlands and the United States. The ‘intermediate comprehensiveness and intermediate user participation’ types included Finland and Australia, and the ‘intermediate inclusiveness and low user participation’ types included Spain, France (contributory benefit), and finally ‘low inclusiveness and intermediate user participation’ types included Ireland and the United Kingdom. In order to build a Korean model of work capacity assessment based on the results of international comparison, it is necessary to introduce ‘high comprehensiveness and high user participation’ type that is considered to be the most ideal model step by step.
