중국 지역혁신역량의 공간분포와 특징에 관한 탐색적 연구

21세기에 들어선 이후 신고전경제모델에 기반을 둔 내생적 발전, 지역혁신이 지역경제 발전의 주요 이슈로 등장하기시작하였다. 지역혁신성과 창출의 가장 중요한 요소인 지역혁신역량 제고를 위한 노력들이 세계 각지에서 일어났으며, 중국 역시 예외가 아니었다. 중국은 2000년대 이후 지역의 혁신역량을 제고시키기 위해 다양한 정책조치를 취해오고 있다. 상기 배경에서 본 연구는 중국 지역단위의 혁신역량 수준을 살펴보고, 이의 공간분포와 특징을 분석하였다. 우선, 지역혁신역량과 관련된 다양한 차원을 고려한 지역혁신역량 점수를 산출하고, 지급(地級) 단위 도시들의 점수를 측정하였다. 이후 지역혁신역량의 공간적 분포, 집적과 분산 등의 특징이 어떠한지에 대한 분석을 실시하였다. 분석결과는 다음과같다. 우선 요인분석을 통해 살펴본 결과, 중국의 지역혁신역량은 특정도시들을 중심으로 강하게 나타남을 확인하였다. 국지적 모란아이 분석을 통해 지역혁신역량의 공간적 군집수준을 살펴본 결과는 다음과 같다. 중국 도시들의 지역혁신역량은 3대 도시군을 중심으로 군집되어 있었으며, 이를 통해 해당지역에서 공간집적을 통한 양(+)적인 측면의 지역 간상호작용이 일어남을 예상할 수 있었다. 즉, 인접한 도시와의 상호학습을 통해 도시들이 함께 지역혁신역량을 제고시키게 된 것이다. 한편, 중국의 지역혁신역량이 특정 도시들을 중심으로 발달하고 있다는 사실은 효율적일 수 있다. 그러나지역혁신역량의 지역 간 불균형이 과도하게 심화될 경우, 중장기적으로는 국가 전체의 혁신역량이 오히려 줄어들 수 있으며, 이 문제를 해소하기 위한 정책적 고민이 필요하다.
Abstract
Since 21st century, based on neoclassical economic models, endogenous development and regional innovation have been main issues of regional economic development. Efforts to improve regional innovation capacity, which is the most important element to produce regional innovation, have taken place all over the world including China. Since 2000, China has been driving various policies to enhance regional innovation capacity. Based on the above, this study analyzes that the level of innovation capacity in China and its spatial distribution and characteristics. First of all, innovation capacity scores of di-level cities were measured after considering various dimensions related to regional innovation capacity issues. Then, we investigated the characteristics of spatial distribution, agglomeration and dispersion of regional innovation capacity. The results are as follows: First, China's regional innovation capacity was strong in particular cities. Second, cities where Regional innovation capacity was relatively high were concentrated around three representative metropolitan areas(The Beijing-Tianjin-Hebei region , the Yangtze River Delta and the Pearl River Delta region). Positive spatial spillover effects among cities were occurred in these areas. It might be very efficient that regional innovation capacity has been developed in particular cities. But when regional imbalance is excessively extended, it is likely to be the socio-economic problem. Solving the problem should be discussed for sustainable improvement of regional innovation capacity in China.
