이 연구의 목적은 민간 주도 복지사각지대 발굴 및 지원 사업인 “좋은이웃들” 사업을 평가하고 개선과제를 도출하는것이다. 평가틀로써 논리모형을 활용하였고, 신속성, 적절성, 충분성, 기존 제도의 보완 기준에 따라 사업 성과를 분석하였다. 사업 주요 이해관계자를 면담한 자료를 연역적 주제분석 방법을 이용하여 주제별로 분류하였다. 주요 결과는 다음과 같다. 첫째, GN 사업은 긴급한 위기상황 대응을 위해 선 지원 후 회의라는 제도적 장치를 적절히 활용하여 신속성을갖추고 있었다. 둘째, 지원은 발굴대상자의 욕구에 기반하여 이뤄졌지만, 지원 가능한 자원이 한정적이기 때문에 충분성은 낮은 편이었다. 셋째, GN 사업은 우리나라 공공부조제도와 공공전달체계의 한계에서 기인한 여러 유형의 복지사각지대를 발굴 및 지원함으로써 기존의 제도를 보완하고 있었다. GN 사업은 지역주민이 봉사자로 참여하여 사각지대를 발굴하기 때문에 발굴에 강점이 있고, 국고보조금을 마중물 삼아 다양한 민간자원을 연계하고 있어 민간 주도 민관협력의 강점이 잘 드러나는 사업이다. 그러나 지원 충분성이 미흡하여 개선이 요구된다. 결론에서는 충분성을 확보하기 위한 방안으로서 GN 사업 담당인력 지원과 지역사회 내 민간단체와의 협력 강화, GN 사업을 총괄하는 한국사회복지협의회의 역할 강화 등을 제안하였다. 후속연구로 향후 지역 간 사업 효과성 비교 연구가 필요함을 강조하였다
Abstract
This study evaluates the “Good Neighbors” program, a private sector-led initiative aimed at identifying and supporting underserved populations, and proposes areas for improvement. Using the logic model framework, program performance was analyzed based on timeliness, appropriateness, sufficiency, and its complement to existing public policies. Data collected through interviews with key stakeholders were analyzed thematically. The findings reveal that the program effectively addressed urgent cases through a “support first, report later” approach, ensuring timely intervention. While support was tailored to recipients’ needs, limited resources constrained its sufficiency. The program complemented public welfare policies by providing immediate and target-centered assistance and accurately identifying underserved populations. Its reliance on local volunteers and its capacity to leverage private resources using national subsidies underscore the strengths of private sector-led public-private partnerships. However, the support provided remains insufficient. To enhance sufficiency, this study suggests improving the treatment and capacity of personnel, strengthening collaboration with local private organizations, and expanding the role of the Korea Council on Social Welfare. Finally, the study emphasizes the need for comparative research on program outcomes across regions.
