Abstract
The main goal of this study is to empirically analyze the factors influencing the responsiveness of local governments. Responsiveness, defined as the ability of local governments to identify residents’ preferences and reflect them in policy-making, is essential for enhancing residents’ welfare. Unlike previous studies that primarily focused on the internal capacities of local governments or demographic changes, this study comprehensively examines how policy responsiveness is determined within the institutional environment, including fiscal decentralization, local council’s oversight, and citizen participation. For the empirical analysis, panel data from 31 local governments in Gyeonggi Province were utilized, covering the period from 2016 to 2023. A two-way fixed effects model was applied. The dependent variables were the ratio of self-initiated projects based on the number of projects and the ratio of self-financed expenditures based on project expenditure amounts. The analysis results show that fiscal decentralization, measured by the fiscal decentralization index, has a consistently positive effect on both indicators of responsiveness, confirming that fiscal autonomy is a key factor in enhancing local government responsiveness. Meanwhile, local council’s oversight capacity, measured by the number of administrative audits, and citizen participation capacity, measured by the ratio of participatory budgeting, have significant positive effects only on the ratio of selfinitiated projects. This suggests that the oversight and participation of local councils and citizens mainly influence the process of setting policy scopes and determining whether to implement specific policies. Based on these findings, this study highlights the importance of strengthening fiscal autonomy and systematically enhancing the oversight and participatory capacities of local councils and residents in order to improve the responsiveness of local governments.
