1960년대 북한의 대베트남 사회·문화 교류에 대한 연구: 연대 강화 행사와 유학생·실습생 교육을 중심으로

초록

이 연구의 목적은 1960년대 북한과 베트남 간 연대 강화 행사와 유학생, 실습생 교육 문제를 중심으로 북한의 대베트남 사회·문화적 교류 부분을 살펴보고 그 의미를 분석하는 것이다. 북한의 대베트남과의 연대를 위한 행사는 총 14가지가 계획, 진행되었으며, 국가적 인적·물적 자원이 투여된 문화외교 총력전이었다. 베트남과의 연대 행사는 북한의 거의 모든 사회·문화단체가 총망라되어 있었지만, 실제로는 직업총동맹이 중심이 되어 진행되었다. 북한은 연대 강화 행사들을 베트남 인민들을 정치·경제·도덕적으로 지원할 수 있는 방법을 모색, 결정하는 기회로 활용하였다. 1968년 상반기 당시 2,500명이 넘는 베트남 유학생·실습생들이 북한의 김일성종합대학을 비롯한 전국 각지에서 다양한 교육을 받았다. 김일성은 이들에게 북한에서 배운 지식을 베트남 혁명을 위해 활용할 것을 주문하였으며, 이러한 북한의 노력은 미래 세대들 간 신뢰 형성으로 이어졌다. 양국 간 사회문화 교류는 베트남의 파리평화협상, 호치민 사망 전후 나타났던 정책적 혼란상으로 대변되는 양국 간 긴장관계 속에서도 지속되었다. 이러한 신뢰의 기억은 1978년 베트남의 캄보디아 침공으로 대표되는 양국 간 굴곡점에도 불구하고 현재의 ‘검증된 관계’를 형성하는 데 매우 중요한 역할을 하였다.

Abstract

The purpose of this study is to examine and analyze the meaning of North Korea’s social and cultural support to Vietnam in the 1960s, focusing on solidarity events and education issues concerning international students and trainees. A total of 14 events for strengthening solidarity between North Korea and Vietnam were planned and carried out, and this was an all-out cultural and diplomatic war involving national human and material resources. The solidarity events with Vietnam covered virtually all social and cultural organizations in North Korea, but in reality, they were led by General Federation of Trade Unions of Korea. North Korea used solidarity events as an opportunity to explore and determine ways to support the Vietnamese people politically, economically and morally. In the first half of 1968, more than 2,500 Vietnamese students and trainees received education in various fields at universities across the country, including North Korea’s Kim Il-sung University. Kim Il-sung ordered them to use the knowledge they learned in North Korea for the Vietnam Revolution, and these efforts by North Korea led to the formation of trust among future generations. Social and cultural exchanges between the two countries continued even amid tensions between the two countries, as represented in Vietnam’s Paris peace negotiations and policy turmoil before and after Ho Chi Minh's death. This memory of trust played a crucial role in forming the current “verified relationship” despite the ups and downs between the two countries, as in Vietnam's invasion of Cambodia in 1978.
