초록

이 논문은 뉴질랜드의 장기적인 인구변화의 특징을 인구통계학적으로 분석한 것이다. 지리적으로 고립되고, 역사적으로 영제국의 식민지로 출발한 뉴질랜드의 인구구성은 이 두 가지 요소에 크게 영향을 받았다. 그러나 1850년 이후 170여 년 동안 뉴질랜드 인구변화에서 이민은 매우 중요한 요소였다. 특히, 1871년과 1979년 사이에 시행된 세 차례의 지원이민제도를 통한 뉴질랜드 정부의 이민정책이 이런 인구변화의 중심에 있었다. 2000년대까지 뉴질랜드 정부의 이민정책은 다양한 차별적 요소를 없앴음에도 큰 성과를 거두지 못했다. 적극적인 다문화 이민정책이 도입된 21세기에 들어서 이민은 뉴질랜드의 인구구성에 영향을 미칠 정도가 되었다. 역사적으로, 뉴질랜드의 장기적인 인구변화에서 이민이 차지하는 비중은 매우 높다고 할 수 있다. 이런 상황에서 세 차례에 걸친 지원이민제도는 전체 이민정책의 방향을 결정하는 역할을 했다고 평가할 수 있다. 영국(유럽)계 백인 이민자만을 선호하는 이런 정책으로 뉴질랜드 인구구성의 백인 우선주의적(백인 뉴질랜드) 단일화가 이뤄졌으며, 이는 역사적으로 인종주의적 이민정책이라는 비판을 받게 했다.

Abstract

This study is a demographic analysis of the characteristics of long-term population change in New Zealand. The demographic composition of New Zealand, which was geographically isolated and historically started as a colony of the British Empire, was greatly influenced by these two factors. However, immigration has been a very important factor in the population growth in New Zealand for more than 170 years since 1850. In particular, it can be said that three assisted immigration schemes between 1871 and 1979 played a decisive role. Until the 2000s, the New Zealand government’s immigration policy had not achieved much, even though it had eliminated discriminatory elements. In the 21st century, when an active multicultural immigration policy was introduced, immigration had an effect on the population composition of New Zealand. Historically, it can be said that immigration accounts for a very high proportion of New Zealand’s long-term population change. In this situation, it can be evaluated that the three assisted immigration schemes played a important role in determining the direction of the overall immigration policy. This policy, which only favors white British (European) immigrants, has led to a white supremacist(White New Zealand) unification of New Zealand’s population, which has historically led to criticism as a racist immigration policy.
