범죄의 사회적 비용을 추정하는 것은 범죄 예방과 대응, 그리고 형사정책의 방향성과 목표를 설정하기 위한 효과적인 방식이다. 그러나 2010년 이후 국내에서는 범죄의 사회적 비용에 관한 연구가 전혀 이루어지지 않은 반면, 국외의 연구에서는 다양한 방법론의 확장 및 범죄유형의 세분화, 신종범죄의 등장 등 많은 변화가 나타났다. 이에 본 연구에서는 지금까지 수행된 국내의 범죄비용 관련 연구를 검토하여 그 현황을 확인하였고, 국제적 범죄비용 연구의 전반적인 동향을 파악하며, 최신 연구에 대한 깊이 있는 분석을 통해 향후 국내 연구의 발전 방향을 탐색하였다. 우선, 국내에서 범죄의 사회적 비용을 다룬 대표적인 두 연구를 통해 국내 범죄의 사회적 비용 연구의 현황을 살펴본 결과, 두 연구는 기준으로 삼은 통계자료에서 차이가 있었으며, 범죄유형 분류와 방법론, 소요비용추정 등이 모두 차이를 보여 통합적인 결과 논의가 어려운 형태였으므로, 이에 관한 논의와 추가적인 분석이 필요할 것으로 보인다. 다음으로 범죄의 사회적 비용에 관한 국제적 연구 추이와 방법론을 검토한 결과, 대다수의 연구는 국가데이터베이스를 기반으로 연구를 수행한 것으로 확인되며, 선행연구와 지불의사접근법, 인터뷰, QALY 접근법, 배상금 데이터 등의 연구 방법이 연구목적과 방향에 따라 활용되고 있음이 확인되었다. 마지막으로 범죄의 사회적 비용에 관한 국외의 최신 연구를 이전의 연구와 비교하여 분석한 결과, 최근 연구에서는 사회 환경의 변화를 반영하여 기존 항목을 세분화하고 새롭게 등장한 범죄유형을 추가하는 등 보다 발전된 분석 양상을 통해 범죄비용을 추계하고 있음을 확인하였다. 특히 현대 범죄를 대표하는 범죄유형인 사이버범죄의 경우 아직 그 측정방식이 명확히 정립되지 않아 부분적인 측정만이 이루어졌음에도 범죄의 소요 비용이 적지 않은 것으로 확인되었다. 이러한 신종유형 범죄들은 그 다양성과 확산성으로 인해 향후 범죄로 인한 사회적 비용의 높은 비율을 차지하는 요인이 될 가능성이 높으므로, 이에 효과적으로 대응하기 위해서는 관련 연구들이 신속하고 꾸준하게 수행되어야 할 것으로 판단된다..
Abstract
Estimating the social cost of crime is an effective way to set the direction and goals of criminal policy for crime prevention and response. However, whereas no research has been conducted on the social cost of crime in Korea since 2010, there have been many changes in overseas studies, including the expansion of various methodologies, the segmentation of criminal types, and the emergence of new crimes Thus, this study reviewed and checked the current status of domestic crime cost-related study conducted so far, and explored the development direction of future domestic research through in-depth analysis of the overall trends in international crime cost research and the latest research. First of all, as a result of examining the current status of social cost research of domestic crime through two representative studies dealing with the social cost of crime in Korea, the two studies differed in the statistical data taken as a basis, and the classification of crime types, methodologies, and estimate of costs were all different, making it difficult to discuss the integrated result, so Relevant discussions and further analysis are needed. Next, a review of international research trends and methodologies on the social costs of crime confirmed that the majority of studies were conducted based on national databases, and that research methods such as prior research data and payment approach, interview, QALY approach, and jury awards data were used in accordance with the purpose and direction of research. Finally, an analysis of the latest international research on the social cost of crime compared with previous studies confirmed that the recent study estimated the cost of crime through more advanced analysis, including the segmentation of existing items and the addition of new types of crime, reflecting changes in the social environment. In particular, in the case of cybercrime, which is a type of crime representing modern crime, although the method of measurement has not yet been clearly established and only partial measurement has been made, but the cost of the crime has been found to be considerable. These new types of crimes are likely to be a factor in the high social cost of future crimes due to their diversity and spread, so preemptive preparations are needed. In order to effectively respond to this, it is deemed that related research should be carried out promptly and constantly.
