초등학교 돌봄서비스의 목적 논의: 공공성과 아동 자기결정의 자유에 근거하여

본 연구는 초등학교에서 이루어지고 있는 돌봄서비스의 목적을 공공성과 아동 자기결정의자유에 근거하여 논의하는 것이다. 그동안 돌봄교실은 저소득층 및 맞벌이 가정 아동들의 방과후 건강한 성장 및 학력향상을 지원하고 사교육비 경감과 교육복지 실현을 위한 노력을 경주해 왔다. 이제 돌봄서비스가 전국에서 정착·실시되고 있는 현 시점에서 돌봄서비스가 제공하는 아동들의 인지적·정의적·신체적 발달 및 학력신장의 정도, 학원비 절감 수준, 그리고 보편적 교육복지 실현 등과 관련하여 긍정적·부정적 측면을 점검해 볼 필요가 있다. 이를 위해문헌 분석 및 서울 시내 2개 초등학교 돌봄강사와 돌봄 대상 아동 그리고 학부모를 대상으로 관찰과 면담을 실시하였다. 그 결과, 방과후 아동들의 돌봄공백으로 인한 부정적 영향 및이들에 대한 미래 인적 자원 활용의 측면에서 볼 때 국가의 공공성이 강조되어야 하지만, 돌봄 대상 아동들의 돌봄교실에서의 다양한 자기결정의 자유는 크게 고려되지 않는 것으로 나타났다. 즉, 국가적 차원의 공공성 강화는 돌봄서비스의 목적을 달성하는 데 기여하고 있는 것으로 드러났으나, 아동들의 돌봄서비스를 받을 자유 및 프로그램의 내용과 시간의 선택에는자기결정의 자유가 제한된 것으로 나타났다. 따라서 돌봄서비스가 아동들에게 미치는 긍정적측면을 생각할 때 국가의 공적 개입은 강조되어야 하나, 그 안에서 아동들이 누려야 하는 자기결정의 자유를 배려할 필요성이 제기되었다. 이에 본 연구는 돌봄서비스에 대한 국가의 공공성을 유지하면서 아동 자기결정의 자유를 고려한 돌봄서비스의 수준을 결정하고, 돌봄서비스의 목적에 부합하는 돌봄 프로그램을 개발하는 데 기초자료를 제공할 것이다.
Abstract
This study is to discourse on the aims of edu-care service in elementary school focused on publicness and children's freedom of self-determination. In a welfare state, state policies through edu-care service in elementary school went very well. Korea is the same as edu-care service policies of other welfare country. However, now it is necessary to reconsider aims of edu-care service in elementary school because the aims of edu-care service revealed positive and negative aspects. For this aim, this study has considered materials through analyzing the policies of Ministry of Education, Seoul Metropolitan Office of Education, and pointing out context of edu-care service in the elementary schools. The results of this study are as follows: The public child edu-care service has powerful effects such as positive growth and enhancement on scholastic ability of children, cost reduction of private education, and realization of educational welfare. That is to say, edu-care service make up for care deficit and provides positive effects. Therefore, edu-care service has to strengthen publicness. However, there are restriction on children's freedom of self-determination and neglect of fundamental freedom. Children should have freedom to select edu-care service, class and program. Because they are realized through freedom of self-determination. So, it is essential that two factors, namely, publicness and children's freedom of self-determination should not conflict with each other.
