본 연구는 현재 우리나라에서 시행되고 있는 초등학교 돌봄교실의 양적⋅질적 강화를 위한 방안을 탐색하는 것이 목적이다. 이를 위해서는 돌봄교실의 시행 배경과 목적, 교육과학기술부와 서울특별시교육청의 돌봄정책, 현장에서의 돌봄서비스 현황과 문제점 등을 분석하였으며, 이를 토대로 돌봄교실의 정착 및 내실화를 꾀하기 위해 사회적 기업 중심의 돌봄교실 운영 방안을 탐색하였다. 이로써 초등학교 돌봄교실은 돌봄교실의 체계적 운영 및 협력체제 구축을 위해 사회적 기업 중심의 운영 모델이 개발되어 학교단위 돌봄서비스의 질을 높여야 함을 제안하게 되었으며, 이는 또한 관련기관, 즉 서울교육대학교 및 서울특별시교육청 등의 지원 아래 가능함을 제안하였다. 본 연구에서 개발한 사회적 기업 중심의 돌봄교실 운영 모델은 방과후 방치되는 학생들은 물론, 일반 학생들에게도 양질의 돌봄서비스를 제공함으로써 이들의 정서적 안정과 건강한 성장⋅발달 및 사교육비 경감을 가져오고 궁극적으로는 교육복지를 실현하는 기반을 마련할 것이며, 교육대학교 전공의 다양화 및 교원 수급 해소에 기여하게 될 것이다.
Abstract
The purpose of this study is to search for the plan of efficient management on the Edu-Care room in the elementary school. For this aim, this study has considered some basic principles through analyzing the policy of Ministry of Education, Science and Technology(MEST) and Seoul Metropolitan Office of Education(SMOE), and pointing out the context and drawback of Edu-Care room in the elementary schools. Therefore, This Edu-Care room management model focused on management of social enterprise with Seoul National University of Education and SMOE for the enhancement of quality of Edu-Care services. The suggested social enterprise based Edu-care room management model is expected to provide benchmarking model to Edu-care room of elementary schools. And it will do much to provide stable life, good development of elementary students who are alone after class and decrease private education expenses and realize educational welfare. Furthermore, it will contribute to diverse major of curriculum of SNUE and resolve supply-demand of elementary teachers.
