Abstract

In this paper, I suggest that the corruptions in post-communist states have to be analyzed through the corruption continuity from the communist past. Those are not new one but the old which has been existing already during communist period. In section 2, I try to explain what make the differences of CPI(Corruption Perceived Index) or CI(Corruption Index) between northern-tier states and southern tier states. Above all, three key factors are important factors which are external incentives and desire to accession to EU and NATO, differences of democratization and economic development and finally differences of break-up with the past and elite discontinuity. Studies have shown that there is a strong correlation between those factors and CPI. In section 3, I present two factors as the most important causes of corruption in post-communist states. The first factor is the institutional and cultural legacies inherited from communist period. Second one is the context and direction of transitional policies varied from northern-tier states to southern tier states. And classifying post-communist corruptions into administrational corruption, state capture and day-day-corruption, I emphasize those corruptions not come into occur from the new environments but have been existing from the past communist period. In other words, the corruption in post-communist state remains of past regimes. In section 4, I present the differences perceived corruption and real corruption in post-communist states. Though the perceived corruption has a serious problem which can pervert a real corruption, discrepancy between the perceived corruption and real corruption in post-communist states is minimal. In section 5, I suggest that it is necessary to cope with the day-to-day corruption for CEE states because state capture and administrational corruption will be reduced by the adequate institutions and rule of law, but the day-to-day corruption won't be reduced by those measures but by long-term solutions because day-to-day corruptions have been imbedded like cultures in this region.
