초록

본 연구의 목적은 사회주의체제의 붕괴 이후 헝가리 부패 현황을 분석하고 헝가리 정부가 추진한 반부패정책의 내용과 한계를 살펴봄으로써 향후 헝가리 민주주의의 발전 가능성을 전망할 수 있는 기초 자료를 도출하는데 있다. 이러한 연구 목적을 위해 우선 헝가리 통계청이 1997년부터 발표하기 시작한 공직부패 관련 통계와 국제투명성기구에서 매년 평가한 헝가리 부패인식지수 등을 분석하였으며, Freedom House 자료와 문헌 연구를 통해 헝가리 정부가 추진한 반부패정책의 내용과 한계를 살펴보았다. 연구 결과 헝가리 부패는 전반적으로 증가하고 있는 추세이며 특히 고위공직자들에 의해 발생하는 그랜드 부패가 심각한 수준인 것으로 나타났다. 또한 헝가리 정부가 추진한 반부패정책은 헝가리 지배엘리트계층의 반부패 의지에 의해 추진되었다기보다 EU 가입을 목적으로 추진되었으며, EU 가입 이후 반부패정책의 적정성과 실효성은 점점 약화되는 특징을 보였다. 특히 헝가리 반부패정책의 법적 한계, 정치적 한계, 사회적 한계로 인해 헝가리의 부패수준이 20여 년 전보다 후퇴하였음을 알 수 있었다. 이에 본 연구는 민주주의의 발전을 저해하는 부패문제를 감시·감독하고 이를 방지하기 위한 민주적 기반이 조성되지 못함에 따라 향후 헝가리 민주주의의 발전 수준은 상당히 후퇴할 것으로 전망하였다.

Abstract

The purpose of the study is, in order to predict the development of political democratization in Hungary, to examine the state of corruption and the limits of anti-corruption policy in Hungary after socialism. For the purpose, the study at first analyzed the statistical data on corruption crimes and then considered the anti-corruption policies in Hungary. As a research results, the corruption in Hungary after socialism has been increased in comparing with the state under socialism cause of the legal, political, and social limits of the anti-corruption policies. The anti-corruption policies by Hungarian government has been initially introduced in order to become a member of EU rather than the strong intend of Hungarian ruling elite to expose corruption. After becoming a member of EU, the adequacy and effectiveness of anti-corruption policies in Hungary has weakened. In regard with the weak of anti-corruption social network and the de-democratization behaviors of the ruling elite, the study predicts that the political democratization will be retrograded in Hungary.
