Abstract
This study identified core competencies needed by general elementary school teachers to implement inclusive education and developed preliminary items for a self-assessment tool measuring teachers’ readiness. A review of domestic and international literature and existing assessment instruments yielded 173 items that were extracted, integrated, and revised. The items were categorized into six domains and 15 factors—Attitude & Professional Development, Instruction & Learning Management, Basic Special Education Knowledge, Guidance & Classroom Management, Collaboration & Communication, and Inclusive Environment Setup—resulting in 82 draft items. Seven general teachers ( with ≥15 years teaching and ≥4 years inclusive classroom experience), four special education teachers, and four special education professors (n = 15) rated the importance and appropriateness of each item on a 5-point Likert scale. Qualitative feedback on revisions, relocations, deletions, and terminology was collected and content analyzed. The domains Guidance & Classroom Management and Inclusive Environment Setup received high ratings for both importance and appropriateness, whereas Basic Special Education Knowledge scored lower. The item “Collaboration with Special Education Teachers” achieved a perfect mean score of 5.0, underscoring collaboration as the most critical competency for successful inclusive education. Statistical indices (mean, standard deviation, content validity ratio, convergence, and consensus) led to the deletion of 11 items for insufficient metrics, merging/removal of 11 items during post-content analysis, and addition of 2 items after separation, yielding a final pool of 62 items. These preliminary items provide a foundation for large-scale field validation of the tool’s construct validity. Future work will focus on linking the tool to an online assessment system and developing a consulting model to support teachers’ readiness for inclusive classrooms.
