한국은 축적된 자본도 없었고 시민사회도 형성되지 못하였으며, 성숙된 정치체제도 구축되지 못하였기 때문에 정부주도로 국가발전을 추진하지 않을 수 없었다. 따라서 한국형 국가발전의 핵심적 특징은 정부주도성이었다. 국가발전은 강한 국가, 강력한 자율성을 지니는 정부에 의해서 수출지향적 산업화라는 목표를 설정하고 정부가 인적, 물적, 제도적 자원을 직접적으로 동원하였던 결과이었다. 한편 Amsden은 한국의 발전을 후진성에 입각한 학습이라고 불렀는데 선진산업화국가의 산업화로 인한 문제점을 미연에 분석하고 대비하면서 추진하여 급속산업화를 이룩하였다는 것이다. 교육에 대한 투자와 관심, 동아시아적 가치와 철학, 박정희대통령의 리더십, 국민들의 경제발전에 대한 의지 등이 묶어져 사상 유래없는 국가발전을 이룩하였다. 그러나 세계화에 의한 압박과, 급속한 산업화로 인한 빈부격차나 환경오염, 노사갈등과 같은 사회 문제가 심각해지고 정부주도성에 입각한 자생력 부족 등 혼합되어 경제위기로 이어지고 있다. 한국의 국가발전은 저발전 국가들의 강력한 모델이 될 수 있었으나 이면에는 상당한 사회문제가 발생하였으며, 신자유주의 세계화라는 국제적 압박이 강화되고 있다. 따라서 이런 과제들을 어떻게 극복할 수 있는가 하는 점이 한국형 발전모델의 가치를 높이는 핵심이 될 수 있을 것이다.
Abstract
After Korean war, because Korea didn’t have accumulated capital, mature civil society. and developed modern politics, could not help promoting national development by government. So the key point of Korean development is government leading or government guiding. Korean national development is the results of government‘s material, personnel mobilization and institutional support. On the other hand, Amsden explores the reasons for South Korea's phenomenal growth, paying special attention to the principle of reciprocity in which the government imposes strict performance standards on those industries and companies that it aids. In spite of high national development, Korea have many social problems about gap between the rich and the poor, management-labor dispute, environmental pollution, etc. Especially, because of government leading, it also weakened firms'ability to stand on their own. In addition, international environment called Neo-liberalism globalization is pressing Korea’s development. So the key point to raise the value of Korean development model is to overcome social problems.
